شكلت قضية الصحراء المغربية نقطة التقاء كل القوى الحية السياسية والاجتماعية، فلا أحد يخرج عن دائرة الإجماع الوطني بين المغاربة قاطبة حول مغربية الصحراء، وهو موقف نابع عن انفعالات عاطفية أكثر منها إلماما بتفاصيل ملف الصحراء المغربية، لأن مغربية الصحراء بالنسبة لأي مواطن مغربي؛ هي مسلمة لا تحتاج إلى دليل، وما دام أن مشكل الصحراء لم يجد بعد حلا نهائيا، فإن الشعور الوطني وحده غير كاف ولابد من طلب دعم الرأي العام الدولي، في إطار العلاقات الدولية والدبلوماسية الخارجية، وعلى رأسها الدبلوماسية الملكية التي أبدعت مقترح الحكم الذاتي الذي تبناه المغرب من أجل تسوية سلمية وحل نهائي للنزاع القائم حول قضية المغرب الأولى، وحول تأكيد السيادة المغربة، واستكمال الوحدة الترابية. وقد اعتبر مقترحا رائدا استقطب اهتماما كبيرا من طرف الأمم المتحدة والرأي العالمي وجعل المنظم الدولي يتعاطف معه بشكل جدي لأنه مقترح طموح يضع حدا للصراع القائم ويستشرف المستقبل، ولقد كان له تأثيره الإيجابي على السير العدي المسار القضية الوطنية. سنحاول من خلال هذه الورقة البحثية أن نقف على مفهوم الحكم الذاتي وتطوره وتأثير في الإسراع بإيجاد حل نهائي لقضية الصحراء المغربية.
It has been noticed that the issue of the Moroccan Sahara has constituted a of point convergence for all the Moroccan political parties and bodies of the civil society. In other words, no one is outside the circle of national consensus among all Moroccans on the Moroccanity of the Sahara. It is taken for granted that the Moroccanity of the Sahara does not need any evidence, yet, as long as the problem of the Sahara has not yet found a final solution, the national feeling alone is not enough and the support of international public opinion is strongly needed., within the framework of international relations and foreign diplomacy, on top of which is the royal diplomacy, which created the autonomy proposal that was adopted by Morocco for the sake of a peaceful settlement and a final solution to the existing dispute over the first Moroccan issue, the assertion of Moroccan sovereignty, and the completion of territorial integrity, Such a proposal has attracted great attention from the United Nations and international opinion and made the whole workd sympathize with it seriously because it is an ambitious proposal that puts an end to the current conflict and looks forward to the future. Through this research paper, I will try to understand the concept of autonomy initiative, its development, and its impact on accelerating the finding of a final solution to the issue of the Moroccan Sahara.
