|a عملت التحولات الكبرى التي طالت المجتمع الدولي والتي تميزت لتعدد وتكاثر المنظمات الدولية الحكومية منها والغير الحكومية والتي طرحت ضرورة إعادة فهم التنظيم الدولي وفق المبادئ الواردة في ميثاق الأمم المتحدة والتي نصت على العدل والمساوات وتدبير التعددية والاستجابة إلى الحاجات المتزايدة لهذا المجتمع الدولي. حيث كان من الضروري فهم هذا النظام الدولي للمنظمات الدولية من خلال مركزية منظمة المنظمات أي الأمم المتحدة المطالبة بتدبير هاته التحولات المتعددة وتثبيت المفاهيم الكونية من جهة ونجاح في رفع المعدلات الهيمنة وخلق توافقات عادلة في ظل التناقضات والتجاذبات المهولة والمؤرقة لسلم والأمن الدوليين ليس من المجازف أن نقول أن المجتمع الدولي هو مجتمع مكون غالبيته من غير الدولة، فهو مجتمع القوى العبر وطنية بل الكونية بامتياز. بالنظر إلى العدد الهائل من المنظمات الدولية الحكومية وغير الحكومية.
|b The major transformations affecting the international community have been characterized by the multiplicity and proliferation of international organizations, both governmental and non-governmental, which has presented the need to rethink international organization in line with the principles contained in the United Nations Charter, which stipulated justice, equality, management of pluralism and response to the growing needs of this international community. It was necessary to understand this international system of international organizations through the centrality of the organization of organizations. The United Nations, requiring on the one hand the management of these multiple transformations and the establishment of universal concepts, and on the other hand the successful raising of the rates of hegemony and the creation of fair agreements in the light of the enormous contradictions and tensions worrying international peace and security. It's no exaggeration to say that the international community is a community of mostly non-states: it's a community of transnational, even global, forces par excellence with a large number of international governmental and non-governmental organizations.
