|a يتميز النظام السياسي المغربي بتواجد مؤسسة ملكية ضاربة في القدم، تمارس صلاحياتها من قبل العهد الدستوري وتستند في وجودها إلى مشروعيات متعددة دينية وتاريخية ملكية يسود فيها الملك ويحكم ويتمتع بصلاحيات فعلية وليست رمزية، هذه المكانة الرمزية والاعتبارية للملك تجعله خارج دائرة المحاسبة والمسائلة وتلقي في مقابل ذلك على عاتقه مسؤولية ضمان دوام الدولة واستمرارها وصيانة حقوق وحريات المواطنين، ولأجل ذلك يسهر الملك على توجيه وتذكير المسؤولين على تدبير الشأن العام بتلازم تحمل المسؤولية بالمحاسبة، كما يعمد إلى التنزيل صلاحياته الدستورية في التنزيل العملي لمبدأ ربط المسؤولية بالمحاسبة لمعاقبة المسؤولين الذين ثبت في حقهم تقصير أو اختلالات في أداء المهام الموكلة إليهم.

For this reason, the king is keen to guide and remind officials to manage public affairs by linking responsibility and accountability. He also tends to implement his constitutional powers in the practical implementation of the principle of linking responsibility and accountability to punish officials who have been proven to be negligent or have discrepancies in the performance of the tasks assigned to them.
