المستخلص: في ظل تفاقم المشكلات البيئية يوما تلو الآخر، أضحت حوكمة المنظومة البيئية أمرا في غاية الأهمية، كونها نهجا يتسم بالعملية والفاعلية في التصدي لتلك المشكلات والتداعيات الناجمة عنها، وخاصة ظاهرة التغير المناخي، وذلك نظرا لما تحتويه منظومة الحوكمة من تكامل أدوار كافة الجهات الفاعلة من قطاع حكومي، وقطاع خاص، ومؤسسات مجتمع مدني، ومنظمات دولية، مما يمنح هذه المنظومة القدرة الكبيرة على التأثير. فمن خلال المشاركة والتشارك في تحديد الأدوار والمهام بين جميع الفواعل، وإيجاد آلية للتعاون والتنسيق وغرس روح المسئولية لدى الجميع، وتعظيم الاستفادة من القدرات والإمكانيات التي يوفرها الإطار المؤسسي للحوكمة البيئية، تستطيع الدول العربية زيادة فاعلية التعاطي مع المشكلات البيئية عموما، ومواجهة مشكلة التغير المناخي بصفة خاصة، والحد من تداعياتها المتزايدة التي قد تقوض مسيرتها التنموية، وتهدد أمن واستقرار شعوبها. فقد أصابت التغيرات المناخية العالم العربي بحالة قلق وترقب ودقت ناقوس الخطر تجاه تحولها من مشكلة إلى كارثة حال عدم السيطرة عليها، نظرا لأن المنطقة العربية تعد منطقة شديدة التأثر بتغير المناخ، حيث ترتفع درجات الحرارة بها بشكل أسرع من المتوسط العالمي.

In light of the escalating environmental problems day by day, environmental governance has emerged as a matter of utmost importance. It is a practical and effective approach in addressing the environmental problems and their repercussions, especially the phenomenon of climate change. This is due to the comprehensiveness of the governance system, which integrates the roles of all active parties including the government sector, the private sector, civil society institutions, and international organizations. This grants the system a significant capacity for impact. Through participation and cooperation in defining roles and tasks among all actors, establishing a mechanism for cooperation and coordination, instilling a sense of responsibility among all, and maximizing the utilization of the capabilities and potentials provided by the institutional framework of environmental governance, Arab countries can enhance the effectiveness of their response to environmental problems in general, and address the issue of climate change in particular, and mitigate its escalating consequences that could undermine their development progress and threaten the security and stability of their peoples. Climate changes have caused a state of anxiety and anticipation in the Arab world, sounding the alarm about the potential transformation of this issue from a problem to a disaster if not controlled. The region, characterized by its hot climate, is highly susceptible to the impacts of climate change, with temperatures rising at a rate significantly faster than the global average.
