The pandemic of Covid 19 has embezzled the global and national economy. It strangled all forms of trade and the movements of individuals. This forces governments to devote its efforts to effectively face this deadly epidemic, by means of involving all useful forces and synergy between efforts, and mobilizing all possible means to put an end to this battle with minimal losses. Awer country has made intense efforts as a response to this pandemic. Since March 2020, Morocco has been preoccupied with how to containits spread and hold breaths that are dangerous to citizens and residents. It has released two decrees: the first lies in enacting provisions on the state of emergency, and the second consists in declaring a state of national health emergency in order to end the spread of Covid 19. Under these legal and de facto precautions, the lives of citizens and residents are to save and stay safe. Local councils and commune did not hesitate to stand with the state within the limits of their roles in accordance with the constitution and regulatory laws. With the spirit of article 31 of the constitution, it is inevitable to take an immediate initiative to respond to the pandemic menacing the health and safety of citizens. This initiative takes the form of reducing the different pressures of managing the health crisis on the state. |
