|b Land tenure still preserves the duality of land tenure despite the effort made by the state to generalize the registration regime. The regulation of traditional land statuses is not complete, therefore the land book system finds it very difficult to impose itself against the traditional system. The traditional land status allowing a weak security is in the majority, which constitutes an obstacle to the development of land and investment. Securing traditional rights is likely to remedy this situation, having regard to their social roots. Thus they can be transformed into property rights adopting the principles of monetarization an individualization.
|d Le régime foncier préserve encore la dualité des régimes fonciers en dépit de l'effort déployé par l'Etat pour généraliser le régime d'immatriculation. La régulation des statuts fonciers traditionnels, n'est pas complète, en conséquence le régime des livres fonciers trouve beaucoup de difficultés à s'imposer face au régime traditionnel. Le statut foncier traditionnel permettant une sécurité faible est majoritaire, cela constitue une entrave à la mise en valeur des terres et à l'investissement. La sécurisation des droits traditionnels, est de nature à remédier à cette situation, eut égard à leur ancrage social. Ainsi ils peuvent être transformés en droits de propriété adoptant les principes de la + monétarisation et de l'individualisation.
