المستخلص: يهدف الاقتصاد الأخضر إلى تحويل الاقتصاد إلى مسار جديد لتحقيق أفضل العوائد من خلال استثمار الثروات الطبيعية والبشرية، لذا تهدف الدراسة إلى التعرف على تأثير الاقتصاد الأخضر على ظاهرة الفقر في ضوء تعزيز التنمية المستدامة، بالإضافة إلى التعرف على أهم المعوقات التي تواجه تحقيق الاقتصاد الأخضر، خصوصا في ظل الاعتماد على السياسات الاقتصادية للحفاظ على البيئة، وتم تفسير الدراسة في ضوء مقولات أو لريش بيك لنظرية مجتمع المخاطر ومقولات النظرية الإيكولوجية، كما استعانت الدراسة بأداة المقابلة لعينة من الخبراء في مجال الاقتصاد والبيئة عددهم (15)، وتوصلت الدراسة إلى أن هناك تحديات متعددة تواجه تنفيذ السياسات البيئية في المجتمع المصري، حيث تشمل هذه التحديات العديد من النقاط من أهمها ضرورة التحسين في مجال التخطيط العشوائي ومعالجة العشوائيات في المناطق الريفية، وضمان الحفاظ على الموارد الطبيعية ومواجهة التلوث البيئي، وضرورة الحذر والتوازن في التحول إلى الاقتصاد الأخضر، مع التركيز على استدامة التنمية وتفادي التأثيرات السلبية، وتعزيز الوعي والتعليم حتى تشجع على الاستثمار في التكنولوجيا النظيفة وتحفيز الابتكار، ومن أهم توصيات الدراسة تعزيز التعاون المستدام بين الحكومة والقطاع الخاص؛ لتنفيذ مشروعات البنية التحتية الخضراء، وذلك من خلال الشراكات وتسهيل الاستثمارات، كما يجب أن تتضمن الجهود التنموية توجيها لخلق فرص العمل وتخفيض معدلات البطالة، مع التركيز على الشباب كفئة مستهدفة.

The green economy aims to transform the economy into a new path to achieve the best returns by investing in natural and human resources. Therefore, the study aims to identify the impact of the green economy on the phenomenon of poverty considering the dimensions of sustainable development. In addition, it identifies the most important obstacles facing the achievement of the green economy, especially regarding the reliance on economic policies to preserve the environment. The study is interpreted regarding the statements of Ulrich Beck’s theory of risk society and the statements of ecological theory. The study also uses the interview tool for a sample of fifteen experts in the field of economics and the environment. The study concludes that there are multiple challenges facing the implementation of environmental policies in Egyptian society. These challenges include many points; the most important of which are: the need for improvement in the field of informal planning, the treatment of slums in rural areas, ensuring the preservation of natural resources, confronting environmental pollution, and the need for caution and balance in the transformation to a green economy. This transformation should focus on sustaining development, avoiding negative impacts, and enhancing awareness and education in order to encourage investment in clean technology and stimulate innovation. One of the most important recommendations of the study is to enhance sustainable cooperation between the government and the private sector to implement green infrastructure projects through partnerships and facilitating investments. Development efforts must also include guidance on creating job opportunities and reducing unemployment rates with a focus on youth as a target group.
