|a أرادت إسرائيل الوصول إلى التفوق العسكري على الدول العربية. وكان طريقها في ذلك هو الحصول على السلاح النووي لاستخدامه كقوة رادعة وساحقة للعالم العربي. وقد حرصت إسرائيل، منذ نشأتها على الحصول على التكنولوجيا النووية، وأحاطت سياستها بغلاف من الغموض والسرية. وفي نفس الوقت، سعت بكل قوة لحرمان مصر من امتلاك قوة نووية، وعلى العكس من سياسة التعتيم الإسرائيلية، كانت السياسة المصرية بإعلان كل الخطوات الخاصة بالملف النووي في الإعلام المصري قبل القيام بها. وتبرز الورقة البحثية جهود كلا الدولتين مصر وإسرائيل للتمتع بحيازة القوى النووية، وكيفية إدارة ملف العلاقات الخارجية مع الدول التي تمتلك التكنولوجيا النووية. علما بأن الفترة الزمنية المخصصة للورقة البحثية تقع ضمن فترة الحرب الباردة بين الولايات المتحدة الأمريكية والاتحاد السوفيتي. مما زاد من تعقيد الأمر بالنسبة للجانب المصري. وتعتمد الدراسة على عديد من الملفات الوثائقية الأمريكية التي توضح الملابسات الخاصة بالموقف الأمريكي تجاه السياسية النووية الإسرائيلية والمصرية، كما اعتمدت الورقة البحثية على عديد من الكتابات الأجنبية والعربية.
|b Israel wanted to achieve military superiority over the Arab countries. Its way to do so was to obtain nuclear weapons to use as a deterrent and overwhelming force for the Arab world. Since its inception, Israel has been keen to obtain nuclear technology and has surrounded its policy with a veil of mystery and secrecy. At the same time, it has sought with all its might to deprive Egypt of possessing nuclear power. In contrast to the Israeli policy of concealment, the Egyptian policy was to announce all steps related to the nuclear file in the Egyptian media before taking them. The research paper highlights the efforts of both countries, Egypt and Israel, to enjoy the possession of nuclear powers, and how to manage the file of foreign relations with countries that possess nuclear technology. It is worth noting that the time period allocated for the research paper falls within the period of the Cold War between the United States of America and the Soviet Union. This has increased the complexity of the matter for the Egyptian side. The study relies on many American documentary files that clarify the circumstances of the American position towards the Israeli and Egyptian nuclear policy. The research paper also relies on many foreign and Arab writings.
