|b The change of the roles of the State, is at the origin of the modification of the missions of the administration. Indeed, the economic, social, technological and political challenges impose the obligation to do better and with fewer resources. The deconcentration charter attempts to remedy the local's inability to adapt its actions according to the reality of the problems. This technique is a new approach to territorial issues. Its success requires abandoning the existing administrative vision to adapt the structure to the strategy. The success of the deconcentration charter reforms requires other reforms that extend to walis, governors and all regional and provincial officials.
|d Le changement des rôles de l'Etat, est à l'origine de la modification des missions de l'administration. En effet, les défis économiques, sociaux, technologiques et politiques imposent l'obligation de faire mieux et avec moins de ressources. La charte de la déconcentration tente de remédier à l'incapacité du local à adapter ses actions en fonction de la réalité des problèmes. Cette technique constitue une nouvelle approche des questions territoriales. Sa réussite nécessite d'abandonner la vision administrative existante pour adapter la structure à la stratégie. La réussite des réformes de la charte de la déconcentration, nécessite d'autres réformes qui s'étendent aux walis, les gouverneurs et tous les responsables régionaux et provinciaux.
