|a لقد سعى المجتمع الدولي منذ فترة طويلة إلى وضع منظومة متكاملة للحقوق والحريات التي يجب أن يتمتع بها الإنسان في إطار علاقاته الاجتماعية والاقتصادية والسياسية والثقافية في إطار الدولة التي ينتمي إليها ويعيش في كنفها. ولا جدال أنه تم قطع أشواط معتبرة وذلك بإسهام واضح لمنظمة الأمم المتحدة في هذا المجال. ولقد عرف العالم تحولات عديدة في نظرتها إلى الأشخاص ذوي الإعاقة، وشهدت القرون الأخيرة اهتمامات متزايدة بأوضاع هذه الفئة من المجتمع. حيث أولى المجتمع الدولي عناية واضحة بالأشخاص المعوقين من خلال الإعلانات والاتفاقيات والمواثيق الدولية التي منحت أبعاداً عالمية لحماية الأشخاص ذوي الإعاقة، فصدرت العديد من التشريعات والقوانين الخاصة بهذه الفئة، وهذا من أجل تعزيز الحماية المقررة لهذه الفئة من المجتمع.
|b The international community has sought for a long time to develop an integrated system of rights and freedoms that a person must enjoy within the framework of his social, economic, political and cultural relations within the framework of the state to which he belongs and under which he lives. There is no doubt that significant strides have been made, with the clear contribution of the United Nations in this field. The world has witnessed many transformations in its view of persons with disabilities, and recent centuries have witnessed increasing interest in the conditions of this group of society. The international community paid clear attention to persons with disabilities through declarations, agreements, and international charters that gave global dimensions to the protection of persons with disabilities. Many legislations and laws were issued for this category, in order to enhance the protection established for this category of society.
