|a يتناول البحث جريمة اختلاس المال العام في الإمبراطورية البيزنطية بوصفها أحد جرائم الفساد المالي، وذلك من خلال تتبع الوقائع الفعلية للاختلاس في الواقع الفعلي، في محاولة للتعرف على الجوانب المختلفة لتلك الجريمة، ويأتي في مقدمتها أساليب الاختلاس وأشكاله في الإدارات المختلفة في الجهاز الحكومي، وإجراءات الردع التي انتهجها الأباطرة للتصدي لها خلال الفترة موضع الدراسة، وكذلك رصد الاختلاف في استجابة السلطة المركزية في التعامل مع هذه الجريمة خلال الفترة الزمنية موضع الدراسة. كما يناقش البحث عددا من القضايا المهمة، منها: الفئات الوظيفية التي تورطت في جريمة اختلاس المال العام في الإدارات الحكومية المختلفة، وأنواع العقوبات الموقعة عليهم، وعرض بعض المحاكمات التي أشارت إليها المصادر المتاحة لبعض المتهمين بهذه الجريمة، ونوعية الجرائم التي اقترنت بجريمة اختلاس المال العام من واقع الوقائع الفعلية التي رصدتها الشواهد المصدرية.
|b The present research investigates the crime of peculation in the Byzantine Empire as one of the financial corruption crimes. The research mainly aims to track actual incidents of peculation and identify the different aspects of that crime, including the methods and forms of peculation used in the various departments of the government. The research also aims to study the deterrence measures adopted by the emperors to confront this issue during the period under study. Furthermore, the research explores the differences in the central authority’s response to this crime during the period under study. The research, additionally, delves into several crucial issues related to the peculation, including the job categories involved in the crime in various government departments, the types of penalties imposed on the culprits and a presentation of some of the trials of those accused of the peculation crime. The study also sheds light on the types of crimes that were associated with peculation, based on factual evidence from reliable sources.
