المستخلص: هدفت ورقة العمل إلى: تعرف الظهير الفلسفي للإشراف التربوي وعلاقته بإدارة التميز، حيث يعد الإشراف التربوي أحد العناصر المهمة في منظومة التربية، ويقع على عاتقه تنفيذ السياسة التعليمية في أي مجتمع، وتوجيه الإمكانات البشرية والمادية نحو تحقيق أهداف التربية والتعليم التي يسعى المجتمع إليها. يعمل الإشراف التربوي على تقديم يد العون والمساعدة للمعلمين والعمل على تحسين مستوى أدائهم، ويشمل جميع عناصر العملية التعليمية من معلم ومتعلم ومناهج وأساليب وبيئة ويعمل على تحسينها والارتفاع، ويسعى إلى الاهتمام بالموقف التعليمي وإحداث التغير الإيجابي المرغوب في مختلف عناصره، ويستعين بوسائل ونشاطات وأساليب جماعية وفردية متنوعة من أجل مساعدة المعلمين على النمو المهني المستمر. وتأتي إدارة التميز على مختلف الإجراءات والأساليب التي تمكن المؤسسات التعليمية من رفع أدائها، وذلك من خلال التطوير والتحسين المستمر لآلياتها وسياساتها وأساليب العمل الإنتاج، وتنمية وتطوير الكفاءات والمهارات وتشجيع الابتكار والتواصل وتنمية العلاقة وتحسينها مع البيئة المحيطة بها، فإدارة التميز هي تلك الأنشطة التي تجعل المؤسسات التعليمية متميزة ومتفوقة في أدائها. لذا تلقي ورقة العمل الضوء على عدد من العناصر، كان من أبرزها، ما يلي: مفهوم الإشراف التربوي، الظهير الفلسفي للإشراف التربوي، أهداف الإشراف التربوي، مفهوم إدارة التميز.

The working paper aimed to: Identify the philosophical backer of educational supervision and its relationship to the management of excellence, as educational supervision is one of the important elements in the education system, and it is his responsibility to implement the educational policy in any society, and direct the human and material capabilities towards achieving the goals of education that society seeks. Educational supervision works to provide a helping hand and assistance to teachers and work to improve the level of their performance, and includes all elements of the educational process from the teacher, learner, curricula, methods and environment and works to improve and rise, and seeks to pay attention to the educational situation and bring about the desired positive change in its various elements, and uses various means, activities and methods of collective and individual in order to help teachers to continuous professional growth. Excellence management comes on various procedures and methods that enable educational institutions to raise their performance, through the continuous development and improvement of their mechanisms, policies, methods of work and production, the development of competencies and skills, encouraging innovation and communication, and developing and improving the relationship with the surrounding environment, as excellence management is those activities that make educational institutions distinguished and superior in their performance. Therefore, the working paper sheds light on a number of elements, the most prominent of which were the following: the concept of educational supervision, the philosophical backing of educational supervision, the objectives of educational supervision, and the concept of excellence management.
