المستخلص: تهدف هذه الدراسة إلى عرض مفاهيم الاقتصاد الرقمي بالتركيز على أهم مكوناته وهو تكنولوجيا المعلومات والاتصالات، من حيث مؤشرات القياس والأهمية، وتعرضت الدراسة إلى دور تلك التكنولوجيا في الاقتصاد الأفريقي خاصة عقب ظهور جائحة كورونا. هذا بالإضافة إلى قياس أثر تكنولوجيا المعلومات والاتصالات على النمو الاقتصادي في دول أفريقيا جنوب الصحراء خلال الفترة (2005-2020)، لتضم الدراسة أربعة أقاليم أفريقية (شرق أفريقيا، غرب أفريقيا، وسط أفريقيا، الجنوب الأفريقي). باستخدام منهجية السلاسل الزمنية للبيانات المقطعية (Panel Data) وباستخدام نماذج الانحدار ذات الآثار الثابتة fixd Effects Models ونماذج الانحدار ذات الآثار العشوائية Random effects Model. وقد توصلت الدراسة إلى وجود تأثير معنوي لمؤشري عدد مستخدمي الإنترنت والهواتف المحمولة على النمو الاقتصادي لدول أفريقيا جنوب الصحراء. وخلصت الدراسة إلى ضرورة تبني دول أفريقيا جنوب الصحراء لسياسات تنموية تتيح دور أكبر لتكنولوجيا المعلومات والاتصالات، ومحاولة توفيرها للمواطنين بتكلفة معقولة، وتدريبهم على استخدامها. فضلا عن حاجة دول القارة إلى تعزيز مشاركة القطاع الخاص في هذا المجال؛ نظرا لاحتياجه إلى تكاليف مرتفعة ومهارات تقنية.

The study aims to present the concepts of the digital economy by focusing on its most important components, which is information and communication technology, in terms of indicators of measurement and importance, the study also was exposed to the role of this technology in the African economy, especially after the emergence of the Coronavirus. in addition to measuring the impact of information and communication technology on economic growth in sub-Saharan Africa during the period (2005-2020). It includes four African regions (East Africa, West Africa, Central Africa, and Southern Africa). Using the time series methodology for cross-sectional data (Panel Data), using fixed effects and random model. The research concluded that there is a significant effect of the indicators of the number of Internet and mobile phone users on the economic growth of sub-Saharan African countries. The study concluded with several recommendations, the most important of which is the need for sub-Saharan African countries to development policies that allow a greater role for information and communication technology, try to provide it to citizens at a reasonable cost, and train them to use it. As well as the need for the countries of the continent to enhance the participation of the private sector in this field; Because it requires high costs and technical skills.
