المستخلص: يهدف البحث إلى دراسة مآلات الأفعال باعتباره الإطار الموضوعي الضامن لسلامة عمل المجتهد في تنزيله الأحكام على أفعال المكلفين، وقد جعلنا عنوانه: مآلات الأفعال عند الإمام السالمي من خلال كتابه الجوابات: دراسة تطبيقية في باب السياسة الشرعية. ويرتبط النظر في مآلات الأفعال بجملة من القواعد التي يلحظ تأثير الوسائل فيها على المقاصد، من خلال دراسة جوابات عالم رباني جمع بين دقة العلم والفهم في الأحكام ومقاصدها، مع أهمية مواقفه السياسية المؤثرة في الواقع، وقد جاءت هذه الدراسة لتجيب عن الأسئلة الآتية: ما حقيقة مفهوم مآلات الأفعال؟ وهل هو معتبر شرعاً؟ وما تأثير مآلات الأفعال في جوابات السالمي في السياسة الشرعية؟ وما مدى حضور مآلات الأفعال في جوابات الإمام السالمي وفتاويه المتعلقة بالسياسة الشرعية؟ وقد توصل البحث إلى نتائج لعل من أهمها: إن أصل مآلات الأفعال بما ينتظمه من قواعد، وبما يسعى إليه من الحفاظ على مقصود الشارع من خلال النظر إلى نتائجه، يستمد مشروعيته من القرآن والسنة، كما أنه لا يمكن تنزيل الحكم على أفعال المكلفين وتصرفاتهم بمجرد النظر إلى الواقعة دون النظر إلى نتائجها المتوقعة استقبالاً، وإن السالمي وظف أصل مآلات الأفعال في أجوبته في توجيه بعض أقوال أهل العلم، وفي بيان أقواله، ويُلحظ حضور أصل مآلات الأفعال وقواعده الأصولية والفقهية والمقاصدية في جواباته المختلفة المتعلقة بالسياسة الشرعية.

The research aims to study the consequences of actions as the objective framework that guarantees the integrity of the work of the mujtahid in downloading rulings on the actions of those who are responsible. This study came to answer the following questions: What is the reality of the concept of consequences of actions? Is it legally valid? What is the effect of the consequences of the actions in the answers of Al-Salmi in Sharia politics? What is the extent of the presence of the consequences of actions in the answers of Imam Al-Salmi and his fatwas related to Sharia politics? The research has reached results, perhaps the most important of which are: the consequences of actions derive their legitimacy from the Qur’an and Sunnah, and it is not possible to download judgment on the actions of the taxpayers and their actions by simply looking at the incident without looking at its expected results in the future, and that Al-Salmi employed the origin of the consequences of actions in his answers in directing some of the sayings of scholars And in explaining his sayings, the presence of the origin of the consequences of actions and its fundamentalist, jurisprudential, and intentional rules is noted in his various answers related to Sharia politics.

Penelitian ini bertujuan untuk mengkaji implikasi dari tindakan sebagai kerangka objektif yang menjamin integritas kerja mujtahid dalam menerapkan hukum terhadap perbuatan yang dilakukan oleh mukallaf. Studi ini mencoba menjawab beberapa pertanyaan berikut: Apa realitas konsep implikasi tindakan? Apakah konsep ini sah secara hukum? Bagaimana pengaruh implikasi tindakan menurut pandangan Al-Salmi dalam politik syariah? Sejauh mana keberadaan konsep implikasi tindakan dalam buku Al-Salmi yang berhubungan dengan politik syariah? Penelitian ini mendapati bahwa implikasi tindakan memperoleh legitimasi dari Al-Qur’an dan Sunnah dan cenderung tidak mungkin menetapkan hukum terhadap tindakan mukallaf hanya dengan melihat kejadian tersebut tanpa mempertimbangkan hasil yang diharapkan di masa depan. Al-Salmi memanfaatkan konsep implikasi tindakan dalam penjelasan beberapa pendapat ulama dan dalam menjelaskan pendapatnya sendiri. Keberadaan konsep implikasi tindakan serta aturan-aturan ushul, fikih, dan maqasidnya terlihat dalam berbagai jawabannya yang terkait dengan politik syariah.
