|a تعتبر عملية التمويل الانتخابي عنصراً مهماً في ممارسة العملية الانتخابية، فهي تمكن المترشحين من إيصال برامجهم للناخبين وكسب الأصوات وثقتهم، ويلعب كذلك دوراً هاماً في ضمان تكافؤ الفرص بين المترشحين وتعزيز نزاهة الحملات الانتخابية. من زاوية أخرى يؤدي التمويل العشوائي للعملية الانتخابية إلى التأثير على شفافيتها وشرعيتها من خلال تأثير المال على السياسة وتغليب المصلحة الخاصة عن المصلحة العامة، وممن هنا يبرز دور المشرع في تجسيد الرقابة على الحملة الانتخابية ومنه تعزيز استقلالية ومصداقية الانتخابات.
|b The electoral financing process is considered an important element in the exercise of the electoral process, as it enables candidates to deliver their programs to voters and gain votes and their confidence. It also plays an important role in ensuring equal opportunities among candidates and enhancing the integrity of electoral campaigns. From another angle, indiscriminate funding of the electoral process affects its transparency and legitimacy through the influence of money on politics and the primacy of private interest over public interest, and from here the role of the legislator is highlighted in embodying oversight of the electoral campaign, including enhancing the independence and credibility of the elections.
