|b The purpose of this article is to shed light on the major novelties of the organic law relating to the finance law in terms of strengthening performance in public management and rationalizing public expenditure, this law is a lever for modernizing public management; it has allowed for a significant change in budgetary and accounting practices in order to strengthen the transparency of public finances. This reform requires the public administration to adopt new tools in order to improve its performance. In this context, the use of management control as a true performance management tool is becoming a necessity.
|d Le présent article vise à mettre la lumière sur les nouveautés majeures de la loi organique relative à loi de finances en matière de renforcement de la performance dans les administrations publiques et de rationalisation de la dépense publique, cette loi constitue un levier de modernisation de la gestion publique, elle a permis une évolution importante des pratiques budgétaires et comptables afin de renforcer la transparence des finances publiques. Cette réforme exige de l'administration publique d'adopter des nouveaux outils afin d'améliorer sa performance. Dans ce contexte, le recours au contrôle de gestion comme véritable outil de pilotage de la performance devient une nécessité.
