|b The aim of this work is to visualize the state of the art of Moroccan e-administration, in the particular situation of the COVID-19 pandemic. To do so, we mobilized an exploratory qualitative study, during the first wave of the pandemic, with 62 administrators of the Moroccan DGI. We show that digital transformation is what allowed the DGI to continue its activity despite the crisis, and that the advent of the pandemic is an opportunity to accelerate its digital transformation. This study is a contribution to be considered in the work on planning the digital transformation of the public sector.
|d Ce travail a pour optique de visualiser l'état des lieux de l'administration électronique marocaine, en situation particulière de pandémie de COVID-19. Pour cela, nous avons mobilisé une étude qualitative exploratoire, durant la première vague de la pandémie, auprès de 62 administrateurs de la DGI du Maroc. Nous montrons ainsi que la transformation numérique est ce qui a permis à la DGI de poursuivre son activité malgré la crise, et que mutuellement, l'avènement de la pandémie est une opportunité pour l'accélération de sa transformation numérique. Cette étude est un apport à considérer dans les travaux sur la planification de la transformation numérique du secteur public.
