المستخلص: يهدف البحث إلى معالجة إشكالية النخب العربية الحاكمة من خلال منظور "حداثة الوعي السياسي". التي تحلل تحديات وعقبات صياغة وعي سياسي عربي يتناسب مع روح الحداثة المدنية. وينطلق الباحث في تحليل تلك الإشكالية من مفهوم القيادة بالمجان. وهي مشكله تنشأ عندما يستفيد الأفراد من منفعة عامة دون المساهمة في توفيره. أي أن النخب الحاكمة تستفيد من مزايا الدولة والسلطة دون وعي أو مسؤولية أو مشاركة مع الجماهير. واستخدم الباحث المنهج الوصفي التحليلي. وتوصل إلى نتيجة مفادها أنه لا يمكن صياغة وعي جديد، وفق أنساق الحداثة الغربية في ظل خشية النُّخب الفاعلة من إصلاح أصوليتها ومعالجة نرجسيتها، وأنها لا تقدم على التغيير إلا في إطار ما يضمن لها القيادة بالمجان دون أن تُصلح وعي الجماهير، أو تجعلهم طرفا مشاركاً في السلطة، إذ تتعامل معهم كأدوات، وتظن نفسها في صراع وجودي وفق الطرح الماركسي. ويوصي الباحث بتفعيل حقيقي لدور المجتمع المدني والمؤسسات التعليمية وقادة الرأي في إصلاح فعال لوعي الجمهور القائم على انتقادهم، وتحمل مسؤولية تصرفاتهم في اختيار القادة.

The research aims to address the problem of the Arab ruling elites through the perspective of "the modernity of political awareness." Which analyzes the challenges and obstacles of formulating an Arab political awareness that is compatible with the spirit of civil modernity. The researcher starts analyzing this problem from the concept of driving for free. It is a problem that arises when individuals benefit from a public good without contributing to its provision. That is, the ruling elites benefit from the advantages of the state and power without awareness, responsibility, or participation with the masses. The researcher used the descriptive analytical method. He reached the conclusion that it is not possible to formulate a new awareness, according to the patterns of Western modernity, given the fear of the active elites to reform their fundamentalism and address their narcissism, and that they only introduce change within the framework of what guarantees them free leadership without reforming the awareness of the masses, or making them a participating party in the process. Authority, as it deals with them as tools, thinks itself in an existential struggle according to the Marxist proposition. The researcher recommends truly activating the role of civil society, educational institutions, and opinion leaders in effectively reforming the public's awareness based on criticizing them, and taking responsibility for their actions in choosing leaders.
