The foreign policy is one of those areas of knowledge which challenge the academician by their richness and complexity. Moroccan Foreign Policy (MFP) is no exception to this observation. It is a reflection of the history of Morocco, its present and its projections for the future. The hypothesis of this work is that the MFP is structured around the priority given to questions of the territorial integrity of the Kingdom, in particular the question of the Sahara which is the subject of a conflict posed at the level of the international community. We can include this prioritization within the framework of foreign policy realism. Indeed, the Sahara question is the main vector of national interest. Developments over time have meant that other issues have emerged requiring new foreign policy directions. Diplomacy has been able, through certain neorealist traits, to achieve synergy and complementarity between the primary objective of preserving territorial integrity and the new issues linked to economic emergence and development. The question of the Sahara thus itself becomes a vector of development and emergence;
La politique étrangère des Etats fait partie de ces domaines du savoir qui interpellent l’académicien par leur richesse et leur complexité. La Politique étrangère marocaine ne déroge pas à ce constat. Elle est le reflet de l’histoire du Maroc, de son présent et de ses projections pour l’avenir. L’hypothèse de ce travail est que la PEM est structurée autour de la priorité donnée aux questions de l’intégrité territoriale du Royaume, notamment la question du Sahara qui fait l’objet d’un conflit posé au niveau de la communauté internationale. On peut inclure cette priorisation dans le cadre du réalisme de la politique étrangère. En effet, la question du Sahara est le principal vecteur de l’intérêt national. L’évolution dans le temps a fait que d’autres enjeux sont apparus nécessitant de nouvelles orientations de politique étrangère. La diplomatie a pu, à travers certains traits néoréalistes, à opérer une synergie et une complémentarité entre l’objectif primaire de la préservation de l’intégrité territoriale et les nouveaux enjeux liés à l’Émergence économique et le développement. La question du Sahara devient ainsi elle-même un vecteur de développement et d’émergence;
