المستخلص: أحدثت تكنولوجيا المعلومات والاتصالات ثورة في مجال المعلومات بل وأصبح المعيار الأساسي الذي تقاس به درجة تقدم الأمم في القرن الحادي والعشرين وهذا التطور السريع أدى إلى تغيير المفاهيم السائدة في أساليب التعامل على مستوى الدول والمؤسسات والأفراد وأصبح العالم قرية صغيرة مترابطة، وسمح بتجاوز البعد الزمني والمكاني، ليشكل جزءا حيويا فاعلا ومؤثرا في تنفيذ هذه المعاملات والخدمات، فقد شهد العصر الحديث تقدما هائلا في الوسائل التكنولوجية الحديثة، سواء من حيث الوفرة أو من حيث مدى فاعليتها وسهولة استخدامها، ولقد أدى ذلك إلى أن أصبحت كل وسيلة ذات خصائص معينة تميزها عن غيرها من الوسائل الأخرى، حتى يمكن لأى شخص أن يستخدم الوسيلة المناسبة في الوقت والموقف المناسب وبذلك يستطيع أداء رسالته بأقل وقت وجهد وأموال ممكنة. هدفت هذه الدراسة إلى تحديد مستوى الإدارة الإلكترونية بالجمعيات الأهلية، ومستوى تطوير خدمات الجمعيات الأهلية، وتحديد الصعوبات التي تحد من فاعلية استخدام الإدارة الإلكترونية في تطوير خدمات الجمعيات الأهلية، وأهم المقترحات التي تساهم في زيادة فاعلية استخدام الإدارة الإلكترونية في تطوير خدمات الجمعيات الأهلية، ووصولا إلى تصور تخطيطي مقترح لتطوير خدمات الجمعيات الأهلية من خلال استخدام الإدارة الإلكترونية.

Information and communications technology has revolutionized the field of information and has become the basic standard by which the degree of progress of nations in the twenty-first century is measured. This rapid development has led to changing the prevailing concepts in the methods of dealing at the level of countries, institutions and individuals. The world has become a small interconnected village, and has allowed the temporal and spatial dimensions to be transcended. To form a vital, effective and influential part in the implementation of these transactions and services, the modern era has witnessed tremendous progress in modern technological means, whether in terms of abundance or in terms of their effectiveness and ease of use This has led to each means having certain characteristics that distinguish it from other means, so that anyone can use the appropriate means at the appropriate time and in the appropriate situation and thus be able to carry out his message with the least possible time, effort, and money. This study aimed to determine the level of electronic management in NGOs, the level of development of NGO services, and identify the difficulties that limit the effectiveness of using electronic management in developing NGO services, and the most important proposals that contribute to increasing the effectiveness of the use of electronic management in developing NGO services, leading to A proposed planning concept for developing civil society association services through the use of electronic management.
