المستخلص: This article analyzes the obstacles blocking the development of foreign direct investment (FDI) in Morocco. The work is presented in three axes, the first defines the concepts of attractiveness and FDI, the second advances the evolution of the attractiveness of FDI in Morocco, highlighting the main measures adopted with to improve the attractiveness of this country for foreign investors, as for the third axis, it analyzes the obstacles that prevent the Moroccan territory from attracting more FDI. Morocco has a significant investment potential, except that several obstacles affect Morocco to attract more FDI namely, the complex administrative environment, weak infrastructure, poorly exploited human and natural resources, access difficult to finance and insufficient innovation.

Cet article analyse les entraves qui bloquent le développement des IDE au Maroc. Le travail est présenté en trois axes, le premier définit les concepts de l'attractivité et de l'IDE, le deuxième avance l'évolution de l'attractivité des IDE au Maroc, en mettant en exergue les principales mesures adoptées en vue d'améliorer l'attractivité de ce pays vis-à-vis des investissements étrangers, quant au troisième axe, il analyse les entraves qui empêchent le territoire marocain d'attirer davantage des IDE. Ainsi, le Royaume a un potentiel d'investissement non négligeable et a adopté des politiques et stratégies de promotion territoriale qui se sont traduites par l'implantation de plusieurs IDE au Maroc. Tout de même, des entraves affectent ce pays d'attirer encore plus d'IDE à savoir, l'environnement administratif complexe, les infrastructures faibles, les ressources humaines et naturelles mal exploitées, l'accès difficile au financement et l'insuffisance liée à l'innovation.
