المستخلص: Given the upheaval in our daily lives due to the digital revolution and the massive use of new information technology, digital transformation has become one of the priority areas for several sectors of activity. Like the private sector, public administrations, even with the considerable delay they are facing in this area, have also begun to modernize their services to citizens. This study aims to contribute to providing a field reading of the digitalization of the Moroccan public sector. It is a question of analyzing the state of the art through the synthesis of the research work carried out, the documents and official reports drawn up by the Moroccan public administrations and international organizations. That said, no empirical work has been done. To do this, we plan, through this scientific contribution, to present, first, a historical analysis of the origin of the concept of digitalization. We will also provide an overview of the characteristics and different approaches of this new organizational doctrine. Secondly, we will look at the analysis of digital transformation, particularly in the public sector, by studying the concept of E-Gov, its origin, its challenges as well as the objectives sought. We will then devote ourselves to the Moroccan case through a reflection on the reforms put in place, taking the Directorate General of Taxes as a case study.

Vu le bouleversement de notre quotidien dû à la révolution numérique et l'utilisation massive de la nouvelle technologie de l'information, la transformation digitale est devenue l'un des axes prioritaires pour plusieurs de secteurs d'activité. A l'instar du secteur privé, les administrations publiques, même avec le retard considérable dont elles accusent en la matière, elles ont également commencé à moderniser leurs services rendus aux citoyens. La présente étude se propose de contribuer à apporter une lecture du terrain de la digitalisation du secteur public marocain. Il s'agit d'analyser l'état de l'art à travers la synthèse des travaux de recherche menés, des documents et rapports officiels établis par les administrations publiques marocaines et des organisations internationales. Cela dit, aucun travail empirique n'a été réalisé. Pour ce faire, nous envisageons, à travers cette contribution scientifique, de présenter, dans un premier temps, une analyse historique de l'origine du concept de la digitalisation dans sa globalité. Nous procéderons également à un tour d'horizon sur les caractéristiques et les différentes approches de cette nouvelle doctrine organisationnelle. Dans un deuxième temps, nous allons nous pencher sur l'analyse de la transformation digitale particulièrement dans le secteur public, en étudiant la notion d'E-Gov, son origine, ses enjeux ainsi que les objectifs recherchés. Nous allons, par la suite, nous consacrer au cas marocain à travers une réflexion sur les réformes mises en place, en prenant comme cas d'étude la Direction Générale des Impôts.
