|a إن البحث في السياسة المالية في العصر العباسي الأول يمثل خطوة هامة وحلقة الوصل بين الفكر الاقتصادي الإسلامي في عصر الخلافة الراشدة وعصر لاحق لهم هو عصر الخلافة العباسية وما صاحبه من دور حضاري لخلفاء الجيل الأول من بني العباس وما جاؤو به من أفكار وممارسات مازالت تنهل منها البشرية حتى وقتنا الحاضر, إذ تعد دراسة السياسة المالية في هذه الحقبة الزمنية أحد الجوانب الهامة في تاريخ الفكر الاقتصادي الإسلامي لما قاموا به من محاولات جادة لاستظهار جهود الإصلاح في الدولة العباسية وما قام به خلفائها من دور فاعل في تنظيم الجباية ( الإيرادات ) وإدارة النفقات العامة وما صاحبه ذلك من دور إداري ورقابي كبير الأمر في تلك الفترة.
