آليات تنفيذ متطلبات الإبداع الإداري بكلية التربية الأساسية بدولة الكويت: تصور مقترح

المستخلص: هدفت الدراسة إلى تقديم تصور مقترح لآليات تنفيذ متطلبات الإبداع الإداري بكلية التربية الأساسية بدولة الكويت، وذلك من خلال التعرف على أهم متطلبات الإبداع الإداري بكلية التربية الأساسية بدولة الكويت من وجهة نظر عينة الدراسة، والكشف عن الفروق ذات الدلالة الإحصائية بين متوسطات استجابات عينة الدراسة في تحديد متطلبات الإبداع الإداري في كلية التربية الأساسية بدولة الكويت والتي قد تعزى إلى متغيرات (المسمى الوظيفي، سنوات الخبرة، حضور الدورات في مجال الإبداع الإداري). ولتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي، حيث كانت أداة الدراسة استبانة تم التأكد من صدقها، والتحقق من ثباتها ن ومن ثم تطبيقها على كامل عينة الإدارة الوسطى. والتي قوامها (۲۲) فردا بواقع (٥) مساعد عميد- بنسبة مائة بالمائة وعدد (۱۷) رئيس قسم علمي بكلية التربية الأساسية بدولة الكويت بنسية 80 بالمائة. وتوصلت الدراسة إلى عدد من النتائج منها: أن متطلبات تحقيق الإبداع الإداري بكلية التربية الأساسية بدولة الكويت المتمثلة في تحديد مشكلات العمل وتشجيع الأفكار الإبداعية وتطبيق الأفكار الإبداعية من وجهة نظر عينة الدراسة جاءت مهمة بدرجة كبيرة حيث بلغ المتوسط الحسابي العام (4.63) وانحراف معياري (٠.٥١٠)، وجاء في أول هذه المتطلبات متطلبات تحديد مشكلات العمل، وجاء في الرتبة الثانية متطلبات تشجيع الأفكار الإبداعية بينما جاء في أخر متطلبات تحقيق الإبداع الإداري متطلبات تطبيق الأفكار الإبداعية، كما بينت النتائج أنه لا توجد فروق ذات دلالة إحصائية بين متوسطات استجابات عينة الدراسة في تحديد متطلبات الإبداع الإداري في كلية التربية الأساسية بدولة الكويت، تعزى إلى متغيرات المسمى الوظيفي وسنوات الخبرة وحضور الدورات في مجال الإبداع الإداري. وخرجت الدراسة بعدد من التوصيات منها: وضع خطة مستقبلية طموحة لاكتشاف المبدعين والمبتكرين من العاملين بالكلية من الهيئة الإدارية أو التدريسية أو التدريبية، وإنشاء مركز بالكلية يختص بالإبداع الإداري والابتكار يضم نخبة من الخبراء الوطنيين والإقليميين والعالميين يختص بنشر ثقافة الإبداع داخل الكلية.

The study aimed to present a proposed vision for the mechanisms for implementing administrative creativity requirements at the College of Basic Education in the State of Kuwait, by identifying the most important requirements for administrative creativity at the College of Basic Education in the State of Kuwait from the point of view of the study sample, and revealing statistically significant differences between the averages of the study sample’s responses in determining requirements. Administrative creativity in the College of Basic Education in the State of Kuwait, which may be attributed to variables (job title, years of experience, attendance at courses in the field of administrative creativity) To achieve the objectives of the study, the researcher used the descriptive approach, where the study tool was a questionnaire, the validity of which was verified and its reliability verified, and then it was applied to the entire middle management sample, which consisted of (22) individuals, including (5) assistant deans and (17) heads of a scientific department at the College of Basic Education in the State of Qatar. Kuwait. The study reached a number of results, including: The requirements for achieving administrative creativity at the College of Basic Education in the State of Kuwait, represented by identifying work problems, encouraging creative ideas, and applying creative ideas, from the point of view of the study sample, were very important, as the general arithmetic mean reached (4.63) and standard deviation (0.510). In the first of these requirements are the requirements for identifying work problems, in the second place are the requirements for encouraging creative ideas, while the last requirements for achieving administrative creativity are the requirements for applying creative ideas. The results also showed that there are no statistically significant differences between the averages of the responses of the study sample in determining the requirements for administrative creativity in the College of Basic Education in the State of Kuwait due to the variables of job title, years of experience, and attendance at courses in the field of administrative creativity. The study came out with a number of recommendations, including: developing an ambitious future plan to discover creative and innovative people working at the college from the administrative, teaching, or training staff, and establishing a center at the college specializing in administrative creativity and innovation that includes an elite group of national, regional, and international experts specializing in spreading the culture of creativity within the college.
