|a إن واقع تسيير الجماعات المحلية للمجال البيئي في الجزائر، مقارنة بتحليل وضعية التخطيط، التنظيم، الرقابة المحلية ومدى الاهتمام بالمشاريع البيئية هو ما جعلنا نتخذ من هذه الورقة البحثية هدفا لدراسة طبيعة الإدارة المحلية البيئية في الجزائر وتقييمها من حيث مدى تقدمها وتحقيقها للصالح العام دون إغفال شروط التنمية المستدامة وتحديد نمط إدارتها إن كانت إدارة مقاومة في ظل جميع التحولات العالمية والوطنية والمشاكل البيئية المطروحة، باعتمادها لأسلوب التسيير اللامركزي الكلاسيكي، أم هي إدارة متطورة تعتمد على أساليب وتوجهات إدارية عصرية في حماية البيئة عن طريق تطوير وظائفها الإدارية البيئية باستخدام الرقمنة موازاة بالتنمية المحلية في ترشيد القرار البيئي واحترام مبادئ الحكم الراشد المحلي بغية الحفاظ على البيئة و تنميتها المستدامة.

The paper questions whether the current decentralized management style adopted by Algeria is resistant to environmental challenges or if it embraces modern administrative methods. The research assesses the administration's commitment to environmental projects, public health, and sustainable development. It scrutinizes whether the traditional decentralized management style is hindering progress or if the administration is advanced, leveraging modern approaches such as digitization to enhance environmental administrative functions. The study aims to determine if Algeria's local environmental management aligns with principles of good governance while preserving the environment and promoting sustainable development.
