|a إن تغيير النظام السياسي العراقي عام 2003، إدى إلى تحلل السياسة الخارجية العراقية من دائرة المركزية والتفرد بالسلطة، وتم إعادة هيكلة الدولة العراقية بمؤسساتها السياسية، وقيام السلطة التشريعية، والحكومة المنتخبة، والقضاء المستقل، وتعدد مراكز القوة المؤثرة في الساحة السياسية متمثلة بالأحزاب السياسية، والنخب السياسية، والثقافية والدينية المختلفة، والمنظمات المدنية، والنشطاء السياسيين، وحرية الإعلام، والفضائيات، والتظاهر السلمي لتحقيق مشاركة سياسية سليمة لمجموع الرؤى المجتمعية؛ مما وسع قاعدة بيانات الاستراتيجية الجديدة للسياسة الخارجية العراقية التي تتقيد بمعطيات الأوضاع الداخلية للبلاد، ومتغيرات النظام السياسي، لاسيما وإن أي تغيير على هذين العاملين سيؤثر على حرية حركة العراق على الصعيد الخارجي، لهذا وجدت الدولة العراقية نفسها بمواجهة العديد من التحديات سواء الداخلية، أو الإقليمية، أو الدولية.
|b The change in the Iraqi political system in 2003 led to the dissolution of Iraqi foreign policy from the circle of centralization and monopolization of power. The Iraqi state was restructured with its political institutions and the establishment of a legislative authority, an elected government and an independent judiciary. The centers of influential power in the political arena multiplied, represented by political parties, various political, cultural and religious elites, civil organizations and activists, politicians, freedom of media and satellite channels, and peaceful demonstration to achieve sound political participation for all societal visions, which expanded the database of the new strategy for Iraqi foreign policy. which adheres to the data of the country's internal conditions and the variables of the political system, especially since any change to these two factors will affect Iraq's freedom of movement on the external level. This is the reason why the Iraqi state itself faces many challenges, whether internal, regional or international.
