|a تعتبر مراحل تطور المفاهيم السياسية عبر الفترات الزمنية المختلفة، خصوصا في أوقات الأزمات أو الأوقات التي تتغير فيها الظروف السياسية وتتبدل فيها معطيات العمل سياسيا واجتماعيا، وتظهر الحاجة إلى فهم كثير من المعطيات التي تتحكم في تلك التغيرات. لذلك دائما ما نجد المفكرين وكذلك المهتمين بالسياسة وبتحليل مضامينها يلجؤون دائما إلى محاولة الفهم الدقيق لأهم التحولات في المفاهيم المستخدمة في الخطابات السياسية أو في حالات التوجيه السياسي والمعنوي للأفراد والمؤسسات، بشكل عام، إن هذا الفهم الدقيق يتيح فرصة أكبر للتعاطي مع الأحداث وكذلك التغيرات السياسية، سواء المرحلية أو التي تأخذ طابعا يتسم بالاستمرارية. إن استخدام المصطلحات والمفاهيم السياسية استخداما جيدا يجعل من تطبيقها وإيصال المبتغى منها أمرا ميسرا سواء لصانع القرار أو متخذه أو حتى على المستوى الشعبي والمؤسسي العام، لأن هذا الاستخدام يوفر كثير من مناطق التفاهم، ومحطات التغيير الآمنة التي تشير في مجملها إلى درجة عالية من الفهم والإدراك الذي يدفع باتجاه تبني أفكار مقبولة من المشاركة والتوزيع العادل للقيم والموارد التي من شأنها بناء الدولة والمجتمع بناء نموذجيا. تناول المفاهيم السياسية في العمل السياسي الليبي خصوصا في العصر الحديث للدولة الليبية، ومحاولة تحليلها، يساهم وبشكل كبير في فهم عملية التحول السياسي في الدولة الليبية وانتقالها إلى التجربة السياسية في مراحلها المختلفة، من فهم لأساليب العمل السياسي كتجربة الدستور في مراحله الأولى، وتجربة الأحزاب السياسية الوليدة، وكذلك تجربة عمل المجتمع المدني في محدوديته، كل هذا يعطي القارئ إمكانية الفهم العميق للتحولات السياسية خصوصا في مراحلها المختلفة منذ الاستقلال إلى الوقت الراهن. لذلك ستركز هذه الدراسة على قراءة تحليلية للعناصر المهمة للمفاهيم السياسية والتي إن بدت متشابهة ومتكررة في كل فترة زمنية من تاريخ ليبيا الحديث إلا أنها تحمل في مضامينها معاني مختلفة عما كانت عليها في مرحلة سابقة، وهذا ما يفيد عملية البحث في هذا الجانب ويجعل منها عملية مقارنة تضع أفضل استخدام لهذه المفاهيم بما يخدم العمل السياسي الليبي.
|b The stages of the development of political concepts are considered over different time periods, especially in times of crisis or times when political conditions change and the circumstances of work changes politically and socially, and the need to understand many of the circumstances that control these changes appears. Therefore, we always find thinkers, as well as those interested in politics and analyzing its contents, always try to accurately understand the most important transformations in the concepts used in political discourses or in cases of political and moral guidance of individuals and institutions, in general, this accurate understanding provides a greater opportunity to deal with events as well as political changes, whether phased or which take on a continuous character. The use of political terms and concepts in a good way makes it easier to apply them and deliver the main idea behind it, whether to the decision-maker or the decision-executer, or even at the grassroots and institutional level, because this use provides many areas of understanding and Safe Stations of change, which in their entirety indicate a high degree of understanding and awareness that pushes towards the adoption of acceptable ideas of participation and the fair distribution of values and resources that will build the state and society in a perfect way. Addressing political concepts in the Libyan political work, especially in the modern era of the Libyan state, and trying to analyze them, contributes significantly in understanding the process of political transformation in the Libyan state and its transition to the political experience in its various stages, from understanding the methods of political work such as the experience of the Constitution in its early stages, the experience of the nascent political parties, as well as the experience of the work of civil society in its limitations, all this gives the reader the possibility of a deep understanding of political transformations, especially in its various stages since independence to the present . Therefore, this study will focus on an analytical reading of the important elements of political concepts, which, although may seem similar and repeated in each time period of Libya's modern history, although they carry different meanings in their contents than that it had at an earlier stage, and this is what benefits the research process in this aspect and makes it a comparative process that puts the best use of these concepts to serve the Libyan political work.
