المستخلص: The modernization and transparency of public procurement has become a priority for governments, as a means of improving service delivery and combating corruption and inefficiency. The dematerialization of public procurement procedures (e-procurement), made possible by advances in Information and Communication Technologies (ICT), has become a preferred if not mandatory solution. This transformation has profoundly altered the management of services, information and communication in commercial transactions, for both the public and private sectors. This research aims to study and highlight the potential of e-procurement to improve transparency, combat corruption and promote professional ethics. In this context, we have focused on the following question: To what extent does the adoption of e-procurement reinforce professional ethics in public procurement procedures? This study examines the influence of three latent professional ethics variables (information asymmetry, illicit practices and transparency-responsibility) on the intention to adopt eprocurement, representative of digital information and communication. Guided by principal agent theory, the study gathered the perceptions of a sample of public officials. The aim was to examine the impact of the Moroccan public procurement portal on the professional ethics of public procurement procedures. Data analysis was carried out using partial least squares structural equation modeling (PLS-SEM). The results indicate that the intention to adopt e-procurement is positively and significantly related to information asymmetry. This correlation suggests that dematerialization can play a crucial role in national strategies to rationalize public spending and strengthen professional ethics in public procurement through information and communication.

La modernisation et la transparence des marchés publics sont devenues une priorité pour les gouvernements pour mieux améliorer les prestations de services permettant de lutter contre la corruption et l'inefficacité. La dématérialisation des procédures de passation des marchés publics (epassation), permise par les progrès des technologies de l'information et de la communication (TIC), s'est imposée comme une solution privilégiée voire obligatoire. Cette transformation a profondément modifié la gestion de l'information et les transactions commerciales, tant pour le secteur public que privé. Cette recherche vise à étudier et mettre en lumière le potentiel de l’e-passation des marchés publics pour améliorer la transparence, réduire les risques de corruption et promouvoir l'éthique professionnelle. Dans ce contexte, notre réflexion s'est portée sur la question suivante: Dans quelle mesure l’adoption de l'e-passation renforce-t-elle l'éthique professionnelle lors des procédures de passation des marchés publics? Elle examine l'influence de trois variables latentes de l’éthique professionnelle (asymétrie de l'information, pratiques illicites et transparence-responsabilité) sur l'intention d'adopter l’e-passation des marchés publics, représentative de la communication numérique. Guidée par la théorie de l'agent principal, l'étude a recueilli les perceptions de 120 agents publics sur l'impact du portail marocain des marchés publics sur l'éthique professionnelle des procédures de passation des marchés publics. L'analyse des données a été effectuée à l'aide de la méthode de modélisation par équations structurelles des moindres carrés partiels (PLS-SEM). Les résultats indiquent que l'intention d'adopter e-passation des marchés publics est positivement et significativement liée à l'asymétrie de l'information. Cette corrélation suggère que la dématérialisation peut jouer un rôle crucial dans les stratégies nationales visant à renforcer l'éthique professionnelle dans les procédures de passation des marchés publics.
