المستخلص: تعيش المؤسسات الحكومية وكذلك المنظمات في عصر تكنولوجي سمته الأساسية التطور السريع حيث تلعب التكنولوجيا الدور الحاسم في تحسين الكفاءة وتطوير الأداء الوظيفي للعاملين في الدولة. حيث يتعلق هذا الأمر بالنسق التكنولوجي الذي يشمل الأنظمة والأجهزة والبرمجيات التي تستخدمها المؤسسات لتنظيم وتسهيل أعمالها، وفي هذا السياق يعد فهم تأثير النسق التكنولوجي على الأداء الوظيفي من الأمور الحيوية للمدراء والمخططين الاستراتيجيين وذلك بغية تحقيق التفوق التنافسي والنجاح في بيئة عمل القطاع، كما يعتبر النسق التكنولوجي هو الإطار الذي يحدد كيفية وآلية استخدام التكنولوجيا في المؤسسات العامة بما يتناسق مع عملياتها وأهدافها. وقد تعاظم دور وأهمية تكنولوجيا الاتصال والمعلومات مع تزايد وتوسع نفوذ المعرفة والمعلومات في عمل الموظف في المؤسسات الحكومية في الدول المتطورة، وظهرت نظم معلوماتية جديدة تبنى على استخدام الأجهزة والحواسيب الإلكترونية وشبكات الاتصالات المتقدمة ضمن الجهاز الإداري للوزارات الحكومية فالتطورات الحاصلة في مجال تكنولوجيا الاتصال والمعلومات خاصة والحواسيب على وجه التحديد باتت سريعة وتحتاج إلى متابعة ومواكبة مستمرة من الإدارات العامة، حيث يرى الباحثون أن إدخال تكنولوجيا الاتصال والمعلومات إلى عمل المؤسسات الحكومية سيكون له أثر كبير على فعالية الأداء الوظيفي داخلها وذلك بالتحول من الطرق القديمة البطيئة إلى طرق تكنولوجية أكثر حداثة وسرعة مما يؤدي في النهاية إلى تشكيل صورة إيجابية لنفسها تنعكس وتتمثل بالناتج المرضي من الأعمال الموكلة إليها، وقد استفادت الإدارات في العديد من الدول العربية، ومنها الجمهورية العربية السورية من الفرص التي أتاحتها تكنولوجيا الاتصال والمعلومات في ميدان عمل الوزارات والأجهزة الإدارية.

Government institutions, as well as organizations, live in a technological era whose main characteristic is rapid development, where technology plays a decisive role in improving efficiency and developing the job performance of workers in the country, as this matter relates to the technological framework that includes the systems, devices and software that institutions use to organize and facilitate their work, and in this context it is important to understand The impact of the technological landscape on job performance is a vital matter for managers and strategic planners in order to achieve competitive superiority and success in the sector's work environment. The technological landscape is also considered the framework that determines how and how technology is used in public institutions in a way that is consistent with their operations and objectives. The role and importance of communication and information technology has increased with the increasing and expanding influence of knowledge and information in the work of employees in government institutions in developed countries. New information systems have emerged based on the use of electronic devices, computers, and advanced communications networks within the administrative apparatus of government ministries. The developments taking place in the field of communication and information technology, especially computers. Specifically, it has become rapid and requires continuous follow-up and keeping up with public administrations, as researchers believe that introducing communication and information technology into the work of government institutions will have a significant impact on the effectiveness of job performance within them by shifting from the old, slow methods to more modern and faster technological methods, which leads to The end goal is to form a positive image for itself that is reflected and represented by the satisfactory output of the work entrusted to it. Administrations in many Arab countries, including the Syrian Arab Republic, have benefited from the opportunities provided by communication and information technology in the field of work of ministries and administrative agencies.
