المستخلص: لا يقتصر هدف الوظيفة العامة على سير المرافق العامة بانتظام وإطراد فقط، بل يتعداه إلى هدف أسمى وهو تحقيق المصلحة العامة، وهذا الهدف تزداد أهميته كلما ازداد تدخل الدولة، وتجاوزت نطاق الدولة الحارسة، واتجهت نحو تحقيق التنمية والرخاء لأفراد المجتمع، وما يتطلبه ذلك من التغلغل في المجالات الاقتصادية والاجتماعية، وهو ما يفسح المجال واسعًا لمشاركة الأفراد في مظاهر ذلك النشاط، وتتزايد أهمية الوظيفة العامة ويتعاظم الدور الذي يقوم به الموظفون العامون في الدولة. ومع تزايد أهمية الوظيفة العامة والدور الذي يقوم به موظفوها تلبيةً للاحتياجات المتنوعة للأفراد تتاح الفرصة للقائمين على تلبية هذه الاحتياجات لاستغلال وظائفهم، وهذا الاستغلال غير المشروع للسلطة الممنوحة لهم والمتاجرة بها وإساءة استغلالها هو ما يعرف بالفساد الإداري، وهو يُعد من أخطر الجرائم التي ترتكب داخل الجهاز الإداري للدولة، والتي تؤثر عليه سلبًا، وتعيق قيامه بالمهام المنوطة به، ويزعزع ثقة المواطنين فيه. وهناك دوافع عديدة للفساد الإداري، منها دوافع رئيسية تتعلق بالوظيفة العامة وهي موضوع هذه الدراسة، وتبحث موضوعًا غاية في الأهمية وهو أسباب الفساد الإداري في الوظيفة العامة، حيث أصبح حديث العامة والخاصة بسبب ما أحدثه من آثار سلبية على المجتمع بشكل عام، وعلى الوظيفة العامة بشكل خاص، فلا مجال للحديث عن دور الوظيفة العامة مع انتشار الفساد الإداري، حيث إنه يخلّف آثارًا مدمرة بالوظيفة العامة يُعيقها عن النهوض بالمهام المنوطة بها.

The target of the public job is not limited to regular and progressive processing of the public facilities but goes further to a more elevated goal; namely realization of the public interest. This target is more significant with the increasing involvement of the State which acts beyond the scope of a Guardian State to the realization of the development and prosperity of the society individuals; entailing the involvement in the economic and social fields. This paves the way for a wider participation of the individuals in the fields of such activity, the increasing significance of the public job and the maximizing role of the public officials. Due to the increasing significance of the public job and the role of its officials in fulfilling the various needs of the individuals; the relevant officials have access to making use of their jobs. This illegal use of the authority vested in them misusing it is defined as administrative corruption. This is one of the most serious crimes committed in the administrative body of the State, which negatively impacts on its due performance of its tasks and the impairment of the peoples' confidence therein. There are various motives for the administrative corruption including those related to the public job, which is the topic of this study; it addresses a highly significant issue; namely the reasons for administrative corruption in the public job and its negative impacts on the society in general and on the public job in particular. The role of the public job is diminished due to the spread of administrative corruption and its destructive impacts on the proper performance of the tasks of the public job.
