|a تهدف هذه الورقة البحثية إلى توضيح الدور الذي يمكن أن تلعبه حوكمة تكنولوجيا المعلومات والاتصال في بناء المدن الذكية المستدامة، من خلال تحسين خدماتها ومعاملاتها الإلكترونية، وحفظ أمنها السيبراني، إذ أن حتمية تطبيق تكنولوجيا المعلومات في المدن الذكية بمختلف قطاعاتها، يقودها إلى حتمية تقييم تطبيق هذه التكنولوجيا، سيتم التطرق إلى الإطار العام لحوكمة تكنولوجيا المعلومات وأهم نماذجها ومقومات تطبيقها، ثم الإطار المفاهيمي للمدن الذكية المستدامة، وأخيرا التطرق إلى سنغافورة الأمة الذكية.
|b This research paper aims to clarify the role that information and communication technology (ICT) governance can play in building sustainable smart cities by enhancing their services, electronic transactions, and cybersecurity. The necessity of implementing information technology across various sectors of smart cities leads to the need to evaluate this technology's application. The paper will address the general framework of ICT governance, including its main models and the requirements for its implementation, followed by the conceptual framework for sustainable smart cities. Finally, it will discuss Singapore as a model of a smart nation.
