|a استشرى الفساد في الإدارات الحكومية في كل الدول، لا فرق في ذلك بين مجتمعات متقدمة أو متخلفة ولا فقيرة أو غنية ولا قوية أو ضعيفة، عم المؤسسات العامة منها والخاصة، من بين تلك الإدارات الادارة المحلية انتشر فيها الفساد سواء من حيث عدم توافق التشريعات مع الواقع أو من حيث عدم امتثال الموظفين للقوانين ولجوئهم للرشوة والابتزاز لأسباب مختلفة كتدني أجورهم أو عدم وجود الإرادة الفاعلة لتطبيق القانون، كل ذلك له أثر على مختلف المجالات والمستويات في الدولة الاقتصادية والاجتماعية والسياسية، بالرغم من أن المشرع نص في قانون الإدارة المحلية على الرقابة من أوجه مختلفة، الحد من ظاهرة الفساد ليس مستعصياً فهو بحاجة لإرادة وإدارة فاعلة.
|b Corruption has spread in government administrations in all countries. There is no difference in this between advanced or backward societies, poor or rich, strong or weak societies, whether public or private institutions. Among those administrations, the local administration has spread corruption, whether in terms of the incompatibility of legislation with reality. Or in terms of employees' non-compliance with the laws and their resorting to bribery and extortion for various reasons, such as their low wages or the lack of an effective will to implement the law, all of this has an impact on various fields and levels in the economic, social and political state, despite the fact that the legislator stipulated in the Local Administration Law for oversight in various aspects. Reducing the phenomenon of corruption is not impossible. It requires will and effective management.
