المستخلص: يعد الفساد الإداري والمالي من الظواهر السلبية التي انتشرت في الدول الإسلامية ودول العالم المختلفة بكافة أساليبه المتنوعة، فالفساد كغيره من مفاهيم الخير والشر، مرتبط بالطبيعة الإنسانية والنفس البشرية، ومع ذلك فإن التشريعات المعاصرة، والاتفاقيات الدولية نصت على مكافحة الفساد بكافة أشكاله، مع أن الشريعة الإسلامية كان لها السبق في هذا المضمار. ذلك أن هذه الظاهرة تمثل خطراً كبيراً على الأمن الاقتصادي، السياسي، الاجتماعي والتعليمي، حيث أنها تؤثر سلباً على التنمية المستدامة في النواحي الاقتصادية والإدارية للدولة. وكذلك نلاحظ أشكالها في الوقت الراهن كالرشاوي والتزوير، أو شراء المنح الدراسية، أو شراء شهادات علمية مزيفة، أو التلاعب ببيانات الخريجين، أو إتمام إجراءات القبول غير القانونية، أو تعيين الأقارب في الدوائر الحكومية وغيرها كثير، كل ذلك وغيره قد يرتب عليه انتشار السلبية وسيطرة قيم التواكل واللامبالاة، وعدم احترام الرأي الأخر، وعدم الشعور بالمسؤولية، وعدم الالتزام، وعدم المحافظة على الملكية العامة، وعدم وجود روح الولاء والانتماء للجماعة أو للوطن، أو تفكك العلاقات الاجتماعية، وضعف المشاركة الاجتماعية، وعدم احترام تعاليم الدين الإسلامي الحنيف، وبالتالي يسهم كل ذلك في انهيار مؤسسات الدولة عامة، والتعليم بشكل خاص، ومن هنا جاءت فكرة تسليط الضوء على دور المساجد في تنمية المسؤولية الاجتماعية ومكافحة الفساد الإداري والمالي في التعليم بالمجتمع الليبي، وإبراز دور الإسلام في التأكيد على المساءلة وتحمل المسؤولية الاجتماعية للأفراد عن القانون، وقد اعتمد البحث الحالي على المنهج الوصفي الاستقرائي التحليلي، من خلال مسح استقرائي في الإطار النظري والدراسات السابقة، ومن ثم إضفاء الطابع التحليلي النقدي؛ وقد أسفرت نتائج البحث عن انتشار الفساد الإداري والمالي، وأن الآثار السلبية تكاد تؤثر سلبياً على مقدرات المجتمع، وأن الدين الإسلامي يؤكد على تقويم السلوك الإنساني وتنمية المسؤولية الاجتماعية لديه.

Administrative and financial corruption is one of the negative phenomena that has spread in Islamic countries and various countries of the world in all its various forms. Corruption, like other concepts of good and evil, is linked to human nature and the human soul. However, contemporary legislation and international agreements stipulate combating corruption in all its forms, even though Sharia law Islam had a head start in this regard. This phenomenon represents a major threat to economic, political, social and educational security, as it negatively affects sustainable development in the economic and administrative aspects of the state. All of this and more may result in the spread of negativity and the dominance of the values of dependence and indifference, lack of respect for other opinions, lack of a sense of responsibility, lack of commitment, failure to preserve public property, lack of a spirit of loyalty and belonging to the group or the nation, or disintegration of social relations, weak social participation, and lack of Respecting the teachings of the true Islamic religion, and thus all of this contributes to the collapse of state institutions in general, and education in particular, and from here came the idea of highlighting the role of mosques in developing social responsibility and combating administrative and financial corruption in education in Libyan society, and highlighting the role of Islam in emphasizing accountability and bearing responsibility. Social responsibility of individuals according to the law, the current research relied on the descriptive, inductive and analytical method, through an inductive survey of the theoretical framework and previous studies, and then imparting a critical analytical character. The results of the research revealed the spread of administrative and financial corruption, and that the negative effects almost negatively affect the capabilities of society, and that the Islamic religion emphasizes the correction of human righteousness and the development of social responsibility.
