|a واجه الإنسان العديد من المشكلات والضغوطات في مجتمعه والتي دفعت الكثيرين من الناس إلى سلوك الطرق غير المشروعة في سبيل تحقيق بعض أهدافهم وإشباع رغباتهم وحاجاتهم، وقد تطور هذا الأمر إلى أن أصبح الفساد في زماننا هذا آفة تنخر المجتمع توغلت وتغلغلت فيه وأضحى من الظواهر السيئة التي انتشرت في الكثير من المؤسسات وفي إتمام المعاملات وتبادل الخدمات، هذه الظاهرة الخبيثة مردها ضعف الوازع الديني وتراجع في منظومة الأخلاق وغياب الرادع القانوني وكما يقولون "من أمن العقوبة أساء الأدب".
