المستخلص: يعد البحث العلمي أحد أهم الركائز الأساسية لتحقيق النمو وتقدم الأمم. وقد شهد العالم خلال العقد الأخير تطورا علميا وتكنولوجيا سريعا وضخما في مختلف حقول العلم والمعرفة، وبات هذا التطور السريع سمة العصر الحالي، وأصبح اهتمام دول العالم المتقدم بالعلم والمعرفة مقترنا بتطوير البحث العلمي وتوفير مستلزماته، وعلى ضوء الاهتمام به يظهر التباين بين الدول المتقدمة والدول النامية. كما يحتل البحث العلمي بمناهجه وأساليبه المتنوعة موقفا مركزيا في التقدم العلمي والتكنولوجي الذي نشهده حاليا، حيث تبدو الحاجة ماسة إلى استخدام المنهج العلمي في الكشف عن مشاكل الحياة ومعالجتها والتصدي لحلها، وذلك استجابة لمتطلبات الثورة العلمية والتكنولوجية والتحديات التي تواجه المجتمعات. فالعالم اليوم يتسابق ليحقق أكبر قدر من المعارف التي تضمن للإنسان حياة تتسم بالسعادة والرفاهية، وتضمن له التميز والمتتبع للدراسات والأبحاث يرى أن هناك مفارقات كبيرة بين الدول المتقدمة والدول العربية في الاهتمام بالبحث العلمي على كافة الأصعدة، وترى كثير من الدراسات أن معدل الإنفاق على البحث العلمي في البلاد العربية حسب المؤشرات العالمية ضعيف جدا. تواجه الدول العربية صعوبة في تمويل البحث العلمي واستثمار نتائجه في تنمية وتطوير المجتمع، وتقف الكثير من المعوقات حائلا دون تقدم البحث العلمي في الوطن العربي. جاءت الدراسة لتكشف عن واقع البحث العلمي في الوطن، وتسليط الضوء على الأزمة التي تواجهها منظومة البحث العلمي والتطوير هدفت الدراسة إلى معرفة المعوقات والتحديات التي تواجه البحث العلمي في الوطن العربي، وتحول دون الاستثمار في هذا المجال الحيوي. استخدمت الباحثة المنهج الوصفي التحليلي (الوثائقي)، وهو يهدف لوصف واقع الظاهرة المراد دراستها لاستخلاص النتائج من خلال الدراسة والتحليل للظاهرة موضوع الدراسة، وتوصلت الباحثة من خلال الدراسة والرصد والتحليل إلى عدد من النتائج والتوصيات من أهمها: النتائج: 1- غياب الاستراتيجية في البحث العلمي، وعدم وضوح الأهداف المرتبطة بحاجات المجتمع وظروفه وإمكاناته. 2- غياب الوعي المجتمعي بأهمية البحوث العلمية ومدى ارتباطها بتقدم الأمم. 3- ضعف قواعد البيانات ومصادر المعلومات وصعوبة الحصول عليها. أهم التوصيات: 1- خلق وعي وتنوير مجتمعي للدور المهم والضروري والاستراتيجي للبحث العلمي. 2- تنوير المؤسسات العامة والخاصة بأهمية الاستثمار في مجال البحث العلمي. 3- توظيف إمكانيات الباحثين في إنجاز بحوث علمية وعملية وتطبيقية من أجل السير في ركب الحضارة والرقي وتعزيز التنمية القومية

Scientific research is considered to be one of the pillars of the development and progress of a nation. During the last decade the world has witnessed a huge and rapid scientific and technological advance in various fields of science and knowledge. Therefore, the developed nations have come to associate science and knowledge with scientific research and the availability of the required tools and conditions for it. There is also currently a clear need for the use of scientific methodology to uncover the causes of the problems from which societies suffer and to come up with the right solutions. All of this is in response to the demands of the technological revolution and the challenges that face societies .That is because science and knowledge are closely related today to people’s ambition to obtain happiness and welfare and their search for a guaranteed quality of life. In this respect, there is big discrepancies between the developed countries and the Arab nations. A large number of studies suggest that the average spending on scientific research in Arab countries is very low according to international standards. Arab countries face difficulties in funding scientific research and investing in its results to develop the community. In fact, the whole scientific research system in this part of the world is ridden with problems, and this study will undertake to discover some of those obstacles. The study will also focus on the challenges that confront scientific research in the Arab world and that makes it difficukt to invest in this area. The researcher has used the descriptive, analytical and documentary method, which aims to describe this phenomenon and obtain the relevant results. The following are among the key results reached by the study: 1. There is an absence of any scientific research strategy and a lack of clarity of the objectives that relate to society’s needs, conditions, and resources. 2. There is a lack of communal awareness of the vital role of scientific research in relation to the progress of nations. 3. There is a weakness and an inaccessibility of scientific research data bases and information sources. On the basis of these results, the study concludes with the following recommendations: 1. There is a need create a public and communal awareness of the important and strategic role of scientific research. 2. Public and private institutions need to be oriented towards the necessary investment in scientific research. 3. It is important to exploit the potentials of researchers to carry out quality scientific and practical research in order to cope with modern civilization and to achieve progress and national growth.
