المستخلص: تعد الألغام المضادة للأفراد من بين أشد التحديات التي تواجهها الدول المتأثرة بالنزاعات المسلحة. إذ تشكل خطرا حقيقيا على حياة الأفراد وتسبب خسائر بشرية جسيمة. لذا تعد اللجنة الدولية للصليب الأحمر جهة فاعلة في الحد من أخطار هذه الألغام. فهي تعمل جاهدة على تعزيز الوعي لدى الجمهور والتثقيف حول خطورة هذه الألغام وكيفية التعامل المناسب معها في الأوقات كافة. كما تضطلع بدور هام في تدريب الفرق الميدانية وتزويدها بالمهارات اللازمة للتعامل الفعال مع الألغام وتطبيق الإجراءات الأمنية والسلامة اللازمة للحماية من هذا الخطر المميت. فضلا عن ذلك، تقدم اللجنة الدولية للصليب الأحمر الدعم الفني اللازم والاستشارات الفنية للجهات المعنية بالرقابة على الألغام المضادة للأفراد، بهدف تحسين قدراتها التنظيمية وتعزيز قوتها في التصدي لهذا الخطر المستمر يبرز دور اللجنة الدولية للصليب الأحمر في الوقاية من مخاطر الألغام المضادة للأفراد وأهمية عملها في هذا المجال. ويعد دورها ملحوظا وحيويا في مواجهة هذه المشكلة العالمية المتفشية، حيث تسهم بكل فخر في رفع الوعي وتثقيف المجتمعات المحلية حول هذه المخاطر الخطيرة المتعلقة بالألغام. زيادة على ذلك، تقوم اللجنة بتدريب الأفراد المحليين بنشاط وتعليمهم مهارات فعالة للتعامل مع هذه الظروف القاتلة، وتقدم المساعدات الطبية والنفسية اللازمة للضحايا الناجين والمتضررين من آثار هذه الألغام المروعة، وهذا يعكس التزامها القوي برعاية الجانب الإنساني وتخفيف الآثار النفسية والجسدية للفظائع الناجمة عن الحروب والصراعات المسلحة. وليس هذا فحسب، بل تقوم أيضا بتقييم شامل للأضرار الناشئة عن هذه الألغام وتنفيذ عمليات إزالتها بحكمتها ومعرفتها الواسعة، مما يعزز التعاون الدولي في هذا المجال ويحسن التقنيات.

Anti-personnel mines are among the most severe challenges faced by countries affected by armed conflict. They pose a real danger to the lives of individuals and cause massive human losses. Therefore, the International Committee of the Red Cross is an active player in reducing the dangers of these mines. It works hard to enhance public awareness and education about the danger of these mines and how to deal with them appropriately at all times. It also plays an important role in training field teams and providing them with the necessary skills to effectively deal with mines and apply the necessary security and safety measures to protect against this deadly danger. In addition, the International Committee of the Red Cross provides the necessary technical support and technical advice to those concerned with monitoring anti-personnel mines, with the aim of improving their organizational capabilities and strengthening their strength in confronting this continuing threat. The role of the International Committee of the Red Cross in preventing the dangers of anti-personnel mines and the importance of its work in this field is highlighted. Its role is remarkable and vital in confronting this widespread global problem, as it proudly contributes to raising awareness and educating local communities about these serious mine-related dangers. In addition, the Committee actively trains local individuals and teaches them effective skills to deal with these deadly conditions, and provides the necessary medical and psychological assistance to the victims who survived and were affected by the effects of these horrific mines, which reflects its strong commitment to caring for the humanitarian aspect and alleviating the psychological and physical effects of the atrocities resulting from wars and armed conflicts. Not only that, but it also conducts a comprehensive assessment of the damage caused by these mines and carries out clearance operations with its wisdom and extensive knowledge, which enhances international cooperation in this field and improves techniques.
