This research aims to highlight the role of the medium-term framework of the public budget in neutralizing fiscal policy from aligning with the cyclical fluctuations of oil prices in oil-producing countries. This is achieved by presenting the experiences of several resource-rich countries that have utilized this approach in planning their public budgets. The study concludes that establishing medium-term public finance forecasts ensures the protection of expenditures from following the cyclical trends of commodity revenues. Additionally, the study indicates a general movement towards adopting a medium-term expenditure framework in commodity-exporting countries to enhance expenditure planning and improve its efficiency. |
