المستخلص: تهدف الدراسة بشكل عام إلى التعرف على المراكز البحثية والأكاديمية التي تعد من أهم مصادر تطور المعارف بكل أنواعها التي تسعى إلى تحقيق التنمية المستدامة، ويعد وجود مراكز البحث العلمي في أي دولة مؤشرا إيجابيا ودليلا على تقدم الحياة المعرفية والبناء المؤسسي فيها، بشرط أن تأخذ مكانتها في محيطها الذي تعمل فيه، وبالتحديد مركز البحوث والدراسات البيئية في جامعة بابل عبر دراسة بحثية أجريت على المركز بصورة مفصلة، استخدم في البحث منهج دراسة الحالة للتعرف على الجوانب الإيجابية والوقوف على أبرز المعوقات والصعوبات التي تواجه المركز ووضع الحلول والمقترحات والتوصيات اللازمة لعملية التطور من وجهة نظر القائمين عليه من أساتيذ وموظفين وخبراء يعملون فيه، وقد خرجت الدراسة بمجموعة من النتائج والتوصيات، منها: تعد مراكز الأبحاث في عالمنا المعاصر من المؤسسات التطويرية الرائدة، التي لا يمكن قيام أي نهضة علمية في بلد ما إذا لم تسبقها نهضة صحيحة في عمل مراكزه البحثية ومن أبرزها قيام المركز بإصدار المجلة العلمية الخاصة بالمركز بجامعتنا مستندة إلى الاعتمادات الدولية لتسهيل نشر البحوث فيها محليا وعالميا. تنبع قوة المراكز البحثية من أصالة بحوثها ودراساتها وجودة خبرائها وباحثيها، ولا يمكن الحديث عن مركز أبحاث فاعلة ما لم تتسم بهذه الصفات واستنادا إلى ما تقدم فقد استطاع المركز نشر (27) بحثا أكاديميا في مجلات عالمية أبرزها (scopas & Crafet) وباختصاصات متنوعة. ومن أهم التوصيات والمقترحات: أهمية تنمية وترسيخ الوعي بأهمية البحث العلمي، ومراكز المعلومات لدى كافة أفراد المجتمع، وبيان منزلتها الكبيرة في دعم التنمية الشاملة في كافة المجالات الاقتصادية والاجتماعية والتعليمة، والثقافية. توفير الميزانيات اللازمة لهذه المراكز العلمية، والإنفاق عليها بسخاء أسوة بما تنفقه الدول المتقدمة في هذا المجال.

The study aims, in general, to identify research and academic centers, which are among the most important sources of knowledge development of all kinds that seek to achieve sustainable development. In which she works, specifically the Center for Environmental Research and Studies at the University of Babylon, through a research study conducted on the center in detail. The case study method was used in it to identify the positive aspects and to identify the most prominent obstacles and difficulties facing the center and to develop solutions, proposals and recommendations necessary for the development process from the point of view of those in charge It is composed of professors, employees and experts who work in it. The study came out with a set of the following results and recommendations: Research centers in our contemporary world are among the leading development institutions, in which no scientific renaissance can take place in a country if it is not preceded by a correct renaissance in the work of its research centers, the most prominent of which is the center’s issuance of the scientific journal of the center at our university based on international credits to facilitate the publication of research in it locally and globally. The strength of the research centers stems from the originality of their research and studies and the quality of their experts and researchers. It is not possible to talk about an effective research center unless it is characterized by these characteristics. Based on the above, the center has been able to publish (27) academic research in international journals, most notably (Scopas & Craft) with various specializations. The most important recommendations and suggestions: The importance of developing and consolidating awareness of the importance of scientific research and information centers among all members of society, and showing their great role in supporting comprehensive development in all fields: economic, social, educational and cultural. Providing the necessary budgets for these scientific centers, and spending on them generously, similar to what developed countries spend in this field.
