|a يعد التحول الديمقراطي أحد المفاهيم الحديثة التي اهتمت به دراسات النظم السياسية المعاصرة وهو يعني أن يحل محل النظم الاستبدادية أو الشمولية السلطوية في أشكالها وألوانها كافة، نظم من الحكم تعتمد على شرعية الاختيارات الحقيقية للشعب على أن تكون المؤسسات السياسية متمتعة بالشرعية، أن التحول هو عبارة وجود مرحلة وسطية ما بين نظامين بعملية ولوج وتفكيك بتدرج للنظام السابق وصولا إلى ترسيخ دعائم النظام الديموقراطي المرجو يعد مصطلح التحول من المصطلحات التي ظهرت مؤخرا في النظم السياسية الحديثة حيث تشير إلى المرحلة الانتقالية من حكومة غير ديموقراطية إلى مختلف أشكال تقاسم السلطة والحكم والمساءلة العامة في أنظمة حكم جديدة، وان الهدف الرئيسي للبحث لبيان نوع التحول الديمقراطي بعد 2003 ودور دول المعارضة فيه أما المنهج الذي تم اعتماده هو المنهج الوصفي التحليلي والمنهج وأخيرا توصل البحث إلى مجموعة من الاستنتاجات والتوصيات واهم هذه الاستنتاجات هي أن التحول الديمقراطي في العراق بعد 2003 حدث بالاعتماد على قوى خارجية وان إقرار دستور 2005 كان خطوة مهمه نحو تأسيس نظام ديمقراطي قانوني وأتاح المجال لإمكانية وجود قوى معارضة ومن اهم التوصيات هي دعم الديمقراطية وتعزيز الشفافية وضمان نزاهة الانتخابات وأهمية المشاركة فيها الواعية ودعم الناخبين لفكرة المعارضة وأهمية وجودها.
|b Democratic transformation is one of the modern concepts that studies of contemporary political systems have focused on. It means replacing authoritarian or totalitarian regimes in all their forms and colors with systems of governance that depend on the legitimacy of the people’s real choices, provided that political institutions enjoy legitimacy. Transformation is the expression of the existence of an intermediate stage between two systems through a process of gradual entry and dismantling of the previous regime leading to the consolidation of the foundations of the desired democratic system. The term transformation is one of the terms that have recently appeared in modern political systems, as it refers to the transitional stage from a non-democratic government to various forms of power-sharing and governance. And public accountability in new systems of government, and the main goal of the research is to explain the type of democratic transformation after 2003 and the role of the opposition countries in it. The approach that was adopted is the descriptive and analytical approach. Finally, the research reached a set of conclusions and recommendations, and the most important of these conclusions is that the democratic transformation in Iraq after 2003 It happened by relying on external forces, and the adoption of the 2005 constitution was an important step towards establishing a legal democratic system and opened the way for the possibility of the presence of opposition forces. The most important recommendations are supporting democracy, enhancing transparency, ensuring the integrity of the elections, the importance of informed participation in them, and voters’ support for the idea of the opposition and the importance of its existence.
