المستخلص: تعد الرقابة هي الضمانة الفعالة لمفهوم الدولة القانونية من اجل تحقيق مبدأ المشروعية وتختلف هذه الرقابة باختلاف التنظيم الإداري ورقابة الإدارة على جميع تصرفاتها التي تبتغي منها تحقيق الصالح العام وتكون رقابة مشروعية قبل الطعن من جهة رقابية أخرى ورقابة ملائمة للهدف الذي تسعى لتحقيقه، ولا يقتصر الأمر على الرقابة الإدارية وإنما تمتد رقابة القضاء الإداري على أعمال الإدارة في حال الطعن بها سواء أمام القضاء العادي أو الطعن أمام القضاء الإداري المتخصص في حسم المنازعات التي تكون الهيئات الإدارية طرفاً بها ويتكون القضاء الإداري من المحكمة الإدارية العليا ومحكمة القضاء الإداري والمحاكم الأخرى.

Oversight is the effective guarantee of the concept of the legal state in order to achieve the principle of legality. This control varies depending on the administrative organization and the administration's control over all its actions that seek to achieve the public good. It is legitimate oversight before appeal from another supervisory body and oversight that is appropriate for the goal it seeks to achieve. The matter is not limited to oversight. The administrative judiciary's oversight extends over the actions of the administration in the event of an appeal, whether before the ordinary judiciary, with the jurisdiction of the ordinary courts, including natural and legal persons, public and private, except for what is justified by a special provision or an appeal before the administrative judiciary that specializes in resolving disputes to which the administrative bodies are a party. The administrative judiciary consists of the courts. Including the Supreme Administrative Court, the Administrative Judicial Court, and other courts.
