|a يهدف البحث إلى توضيح تأثير أدوات السياسة المالية في القطاع الخاص إذ اتبع العراق بعد عام (2003) بسبب الظروف السياسية والاقتصادية والاجتماعية التي مر بها سياسة مالية انفجارية توسعية غير واضحة المطالب والأهداف، من خلال الزيادة المستمرة في الإنفاق العام، مقابل ضعف الإيرادات الضريبية في تمويل هذا التوسع مما تضطر الدولة إلى اللجوء إلى مصادر مالية تمويلية تنعكس بشكل سلبي على القطاع الخاص وتضعف قدرته المالية في الاستثمار. كما توصل البحث إلى جملة من الاستنتاجات تمثلت بأن تزايد النفقات الحكومية في العراق يمكن أن يؤدي إلى مزاحمة النفقات الاستثمارية الخاصة، مما يقلل من دور القطاع الخاص في التنمية الاقتصادية، وكذلك عندما تفرض الضرائب الحكومية بشكل غير عادل قد تزيد العبء على الشركات الصغيرة والمتوسطة مقارنة بالشركات الكبيرة، مما يؤثر في المنافسة والتنافسية في القطاع الخاص.
|b The research aims to clarify the impact of financial policy tools in the private sector. After (2003), and due to the political, economic and social conditions, In Iraq followed, expansionary financial policy with unclear demands and goals through the continuous increase in public spending, in exchange for weak tax revenues to finance this. Expansion forces the state to resort to financial sources of financing, which reflects negatively on the private sector and weakens its financial ability to invest. The research also reached a number of conclusions, namely that increasing government expenditures in Iraq could lead to crowding out private investment expenditures, which reduces the role of the private sector in economic development, and also when government taxes are imposed unfairly, it may increase the burden on small and medium-sized companies compared to large companies, this affects competition and competitiveness in private sector.
