|a يناقش البحث سبل إعادة التفاعل ما بين المؤسسة العسكرية والمجتمع العراقي، من خلال إعادة قراءة شكل العلاقة فيما بينهما خلال المراحل المختلفة الذي مر بها النظام السياسي العراقي بتحليل ثلاث محددات هي شكل العلاقة المدنية العسكرية وطبيعة دور المؤسسة العسكرية ومدى الشرعية العسكرية، والتي بينت سيادة الدور التقليدي للمؤسسة العسكرية، لذا تطرح الدراسة أن الأخذ بالخيار الديمقراطي للنظام السياسي بعد عام 2003 أتاح المجال لجعل العلاقة أكثر تفاعلية من خلال جعل الجيش يقوم بأدوار جديدة منها تفعيل الدور التنموي للمؤسسة ومشاركتها في النشاطات الاقتصادية والاجتماعية المختلفة.
|b The research discusses ways to restore interaction between the military institution and the Iraqi society, by re-reading the form of the relationship between them during the different stages that the Iraqi political system went through by analyzing three determinants: the form of the civil-military relationship, the nature of the role of the military institution, and the extent of military legitimacy, which showed the dominance of the traditional role of the military institution. Therefore, the study proposes that adopting the democratic option for the political system after 2003 provided the opportunity to make the relationship more interactive by making the army play new roles, including activating the developmental role of the institution and its participation in various economic and social activities
