|a إن التطور الهائل الذي شهده قطاع التعليم العالي في مصر خلال الفترة الماضية، نتج معه تضخم التشريعات الخاصة بالتعليم العالي، مما يتطلب ضرورة العمل على حفظ واسترجاع تلك التشريعات من خلال استخدام تكنولوجيا المعلومات كمرحلة أولى، تكون أساسا لحصر وتصنيف التشريعات وتحديد العلاقات بينها. لذلك تم في هذا البحث تقديم مقترح لـ "قاعدة بيانات تشريعات التعليم العالي في محاولة لحصر التشريعات الخاصة بتلك المؤسسات التعليمية، وتصنيفها وإتاحتها للمسؤولين والمستفيدين والباحثين بمجال التعليم العالي في سهولة ويسر وفي أقصر وقت ممكن، وقد اعتمدت الدراسة على ما نشر عن "قاعدة التشريعات المصرية" باعتبارها القاعدة الأم للتشريعات والتي تضم كافة التشريعات المنشورة (بالجريدة الرسمية- والوقائع المصرية)، وقام مركز المعلومات ودعم اتخاذ القرار برئاسة مجلس الوزراء بتصميمها وإدخال ملايين التشريعات المنشورة، وإتاحتها للاستخدام للجميع باشتراكات مادية لفترات معينة.
|b The tremendous development witnessed by the higher education sector in Egypt during the last period has resulted in an increase in legislation related to higher education, Which requires the need to work on preserving and retrieving these legislations through the use of information technology as a first stage , It is a basis for inventorying and classifying legislation and determining the relationships between them. Therefore, the researcher in this research presented a proposal for a “higher education legislation database” in an attempt to limit the legislation related to these educational institutions, classify them, and make them available to officials, beneficiaries, and researchers in the field of higher education in an easy and convenient way and in the shortest possible time , The study relied on what was published about the “Egyptian Legislation Base” as it is the main base for legislation, which includes all legislation published (in the Official Gazette - and the Egyptian Gazette), The Information and Decision Support Center at the Presidency of the Council of Ministers designed it, introduced millions of published pieces of legislation, and made it available for use by everyone with financial subscriptions for specific periods.
