|a إن الاستخدام المتزايد للطائرات من دون طيار خلال العقدين الماضيين في سياق الهجمات العسكرية أثناء النزاع المسلح وعمليات مكافحة الإرهاب، وسعي العديد من الدول في الحصول على تكنولوجيا الطائرات من دون طيار وتطويرها عن طريق تقنية الذكاء الاصطناعي محاكاة للخصائص البشرية، إذ يعد استخدامها في الوقت الراهن تحديا كبيرا، وعقبة أمام قواعد القانون الدولي والنظام العالمي الجديد، إذ أثار استخدام الطائرات من دون طيار الكثير من الخلاف حول مدى مشروعية استخدامها ومدى توافقها مع قواعد ومبادئ القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان، وهل توجد قواعد دولية منظمة أو يمكن وضعها تأخذ بعين الاعتبار ما حدث ويحدث من تطور في مجال تكنولوجيا المعلومات سيما العسكرية منها أم لا.
