|a تواجه روسيا في سعيها لتحقيق الأهداف التي تضمنتها استراتيجيتها للأمن القومي، مجموعة من التحديات، والأخطار، والتهديدات الداخلية والخارجية التي تعرقل التحقيق الكامل لأهدافها في إطار تمدد حلف شمال الأطلنطي إلى حدودها، والذي يتمثل في دمج دول وسط وشرق أوروبا، وكذلك دول البلطيق وتداخلاتها في مناطق نفوذها؛ إذ إن اقتراب البنية العسكرية للحلف للحدود الشرقية والغربية لروسيا، وإسناد مهام عالمية لحلف الناتو يعد انتهاكا لقواعد الأمن القومي الروسي. كما تشير الوثائق الأمنية لروسيا -أيضا- إلى المخاطر الأخرى التي يمكن ربطها بأنشطة الناتو، وتشمل زعزعة استقرار الوضع في دول ومناطق الجوار الروسي، ونشر وحدات عسكرية من الدول/ مجموعات الدول الأجنبية في أراضي الدول المتاخمة لروسيا وحلفائها، فضلا، عن إنشاء ونشر أنظمة الدفاع الصاروخي الاستراتيجية، وعدم الاستقرار وانتهاك توازن القوى القائم. ولذلك، تستهدف هذه الدراسة محاولة التعرف على تطور توسع حلف الناتو شرقا" من الفترة 2014 -2023 وذلك باستخدام؛ منهج "المصلحة الوطنية"؛ للتعرف على مدى تأثير هذا التوسع على المصلحة الوطنية لروسيا.
|b In its quest to achieve the goals included in its national security strategy, Russia faces a set of challenges, dangers, and internal and external threats that impede the foil realization of its goals within the framework of the expansion of the North Atlantic Treaty Organization to its borders, which is represented by the integration of the countries of central and eastern Europe, as well as the Baltic states and their overlaps in its areas of influence, As the approach of the military structure of the alliance to the eastern and western borders of Russia and the assignment of global missions to NATO is a violation of the rules of Russian national security. Russia's security documents also point to other risks that could be linked to what Russia considers NATO activities. These include destabilization of the situation in Russia's neighboring countries and regions, the deployment of military units of foreign countries I groups of states in the territories of countries bordering Russia and its allies, as well as the creation and deployment of strategic missile defense systems, instability and violation of the existing balance of power. This identifies the development of the expansion of NATO "east" laet Ween 2014-2023. It using the "national interest" approach to explore the extent to which this expansion affects the national interest of Russia.
