|a تهدف الدراسة إلى التعريف بدور الجماعات المحلية في التصدي للمشاكل البيئية بما تمتلكه من صلاحيات وآليات، بالتطرق لإطارها القانوني الذي يمكنها من التدخل محليا للحفاظ على البيئة في إطار التنمية المستدامة سواء قانون الجماعات الإقليمية أو القوانين ذات الصلة بالبيئة، وخلصت الدراسة إلى تبيان مدى فعالية تلك الصلاحيات والآليات في مجال حماية البيئة، والإشكالات التي أنقصت من فعاليتها، وضرورة تبني استراتيجية جديدة لتعزيز دورها المحوري في حماية البيئة.
|b The study aims to introduce the role of local communities in confronting environmental problems with the powers and mechanisms they possess, by addressing their legal framework for preserving the environment within the framework of sustainable development. The study concluded by demonstrating the effectiveness of these powers and mechanisms in the field of environmental protection, the problems that reduced their effectiveness, and the necessity of adopting A new strategy to enhance its pivotal role in protecting the environment.
