تكمن مشكلة البحث في تتبع تأثيرات عوامل متعددة تقف عائق أمام بلورة المفهوم الجاد للمسؤولية الاجتماعية والأمنية للإعلام غير المستقل المنقاد بعيداً عن التزاماته الحقيقية تجاه المجتمع في تناول القضايا المؤثرة في حياة الجمهور بكل مصداقية فهناك تناقض كامل ما بين التبعية الإعلامية وتمتع الإعلام بحرية التعبير فلابد من متابعة مستوى الإنجاز المتحقق المرتبط بمدى المهنية في الرسالة الإعلامية ويهدف البحث إلى رصد التحديات التي تعيق المسؤولية الاجتماعية والأمنية للإعلام ومتابعة خلفية القوى الجديدة الضاغطة في اتجاهات الإعلام وتكمن أهمية البحث من تناوله لأهم التحديات والمهام المناطة بالمسؤولية الاجتماعية والأمنية للإعلام وانعكاساتها على الجمهور والسعي إلى تعزيز العمل المشترك بينهما اعتمد البحث على المنهج الوصفي وتم هيكلته إلى ثلاثة مباحث الأول استعرض خلفية القوى الجديدة الضاغطة في اتجاهات ومسارات الإعلام في العصر الحديث، فيما استعراض المبحث الثاني التحديات الذاتية المشتركة التي تواجه مهام الإعلام العربي وانعكاساتها على الجمهور التي تعيق تفعيل المسؤولية الاجتماعية والأمنية للإعلام، في حين ناقش المبحث الثالث ضرورة هيكلة مسارات الإعلام وإيجاد أشكال تنظيمية ومفاهيم مرتبطة بتعزيز العمل الاجتماعي والأمني المشترك بين الإعلام وجمهوره معا وصولا إلى الاستنتاجات التي تمثل جزء منها في الآتي: ١- إن الثورة المعلوماتية التي اجتاحت عصرنا حولت العالم إلى قرية كونية متشابكة إعلامياً ومعلوماتياً. ٢- التعاون المتبادل ما بين الجمهور وأجهزة الإعلام ووسائطه المختلفة يمثل جوهر نجاح العمل الإعلامي في خدمة المجتمع وازدهاره. ٣- يعد الإعلام الأمني حاجة ماسة لتوعية الجمهور عبر طرح الموضوعات الأمنية كافة وسبل التعامل الناجع معها.
The research problem lies in tracking the effects of multiple factors that hinder the elaboration of the serious concept of social and security responsibility for the independent and submissive media away from its real obligations towards society in dealing with issues affecting the public’s life with credibility. The research relied on the descriptive approach and was structured into three topics, the first reviewed the background of new forces pressing in the trends and paths of media in the modern era, while the second review reviewed the common self-challenges facing Arab media tasks and their repercussions on the public that hinder the activation of social and security responsibility for the media , While the third topic discussed the necessity of structuring the media tracks and creating organizational forms and concepts related to promoting social and security work between the media and its audience together, leading to the conclusions that are part of it in the following: 1- The information revolution that swept our time transformed the world into a cosmic, media and information interconnected village 2- Mutual cooperation between the public and the media and its various media represents the essence of the success of the media work in the service of society and its prosperity. 3- The security media is an urgent need to educate the public by presenting all security issues and effective ways of dealing with them.
