|a يتناول البحث الأنظمة القانونية المؤطرة لأملاك الدولة في فلسطين، حيث يتم دراسة كل حقبة تاريخية على حدا واستعراض لاهم القوانين والتشريعات الناظمة لأملاك الدولة في حينها كون اغلبها لا زال ساريا إلى يومنا، كما ويستعرض البحث الإطار القانوني والمؤسسي الذي يعنى بأملاك الدولة ويهدف إلى تسجيلها بالسجلات الخاصة وفق الإجراءات القانونية اللازمة ويعمل على حمايتها والحفاظ عليها من التوسع الاستيطاني. كما ويتناول البحث موضوع تعريف أملاك الدولة لما له من أهمية في تحديد هذه الأملاك وتحديد الإطار القانوني الناظم لها، خاصة وان هناك أكثر من تعريف بداية في فترة حكم الدولة العثمانية والانتداب البريطاني والحكم الأردني والاحتلال الإسرائيلي وأخيرا بالتعريفات تبعا للتغيرات التاريخية التي دخلت إلى فلسطين والتطور الحاصل فيما بعد من تعديلات جرت على عدة تشريعات للوصول إلى التعريف النافذ حاليا. كما وركز البحث على الوظيفة المهمة والمحورية لأملاك الدولة في التنمية والتصرفات القانونية الجائزة على هذه الأملاك من اجل استغلالها بالشكل الأمثل للنهوض بالدولة الفلسطينية اقتصاديا وحماية أملاك الدولة من السيطرة عليها من قبل الاحتلال الإسرائيلي.

It examines each historical period individually and reviews the most important laws and regulations concerning state property during those times, as most of them are still in effect today. Additionally, the research explores the legal and institutional framework concerned with state property, aiming to register it in special records according to the necessary legal procedures and to protect and preserve it from settlement expansion. The research also addresses the definition of state property, considering its importance in determining these properties and establishing the legal framework governing them. This is particularly significant as there are multiple definitions, starting from the Ottoman rule, through the British Mandate, Jordanian rule, Israeli occupation, and finally the definitions that followed the historical changes that occurred in Palestine, leading to the current effective definition through various amendments and adjustments made to several legislations. a Moreover, the research focuses on the crucial and central role of state property in development and the permissible legal actions on these properties to optimally utilize them for the economic advancement of the Palestinian state and to protect state property from being controlled by the Israeli occupation.
