In the face of the country's economic development and its openness to the international economy, the increasing demand and scarcity of raw materials, as well as the scarcity of resources, and considering the weight of public debt, the Moroccan administration is compelled to develop in order to optimize and rationalize public management to continue honoring its commitments to its various partners. In this regard, ensuring cost control by employing the most efficient management methods, initiating new forms of good governance, and developing audit and control mechanisms is a necessity to ensure its smooth operation and the achievement of objectives based on the principles of economy, efficiency, and effectiveness, all while respecting the rights of both its partners and citizens. This process is part of the adoption of the new public procurement decree, which represents a turning point in the field of public procurement by offering new procedures for public procurement and addressing various dysfunctions that have affected the public procurement process under the old decrees.
Face au développement économique du pays et à l’ouverture sur l’économie internationale, à l’accroissement des besoins et la pénurie des matières premières et la rareté des ressources et compte tenu du poids de la dette publique, l’administration marocaine est dans l’obligation à se développer est ce pour optimiser et rationaliser la gestion publique afin de continuer à honorer ses engagements vis-à-vis de ses différents partenaires. A cet égard, assurer la maitrise des couts, en recourant aux plus efficaces des modes de gestion, à l’initiation des formes nouvelles de bonne gouvernance et au développement des mécanismes d’audit et de contrôle est une nécessité afin de veiller à sa bonne marche et à la réalisation des objectifs d’après les principes d’économie, d’efficience et d’efficacité, et ce dans le respect des droits aussi bien de ses partenaires que des citoyens. Ce processus s’inscrit dans le cadre de l’adoption du nouveau décret des marchés publics qui constitue un point tournant dans le domaine des marchés publics en offrant des nouvelles procédures de passation des marchés publics et des corrections aux différents dysfonctionnements qui ont touchés le processus des marchés publics par les anciens décrets.
