إن ما يُعرف بـ «المدن الذكيّة» أي "حكومة إلكترونية محلية متطورة، التي تلعب دوراً أساسياً في تطوير تقديم الخدمة الحكومية عبر وسائل تكنولوجية حديثة ومستحدثة، هي وسيلة لتحسين كفاءة أجهزة الحكومة، وتعزيز الشفافية، بأقل كلفة عن طريق اللجوء إلى رقمنة العمليات والخدمات. يوضح هذا البحث أهمية الحكومة الإلكترونية المحلية في مسار تمكين السكان من عملية الوصول إلى الخدمات الحكومية بيسر، وتحسين جودة الحياة للسكان المحليين. كل هذا دونه تحديات تواجه خطوات إرساء وتطبيق الحكومة الإلكترونية محلياً، كضعف البنية التحتية التكنولوجيّة، والكلفة المرتفعة لتطبيق التقنيات المتطورة، بالاضافة إلى نقص في مهارات الموظفين الحكوميين مقدمي الخدمة الفعليين بالاستجابة لمتطلبات تطبيقها. من هنا تتجلى أهمية تأهيل العمالة المتخصصة، والقيام بالتدريب الضروري لضمان نجاح عملية التحول المنشود. وعليه، يستعرض البحث تجارب ناجحة لمدن حول العالم كمثال حي لأهمية التحول نحو الحكومة الإلكترونية، كسنغافورة ولندن ودبي، إذ تمكنت المدن المذكورة من تطبيق مفاهيم المدن الذكيّة بالاستناد إلى البنية التحتيّة الرّقميّة المتطورة والالتزام بتبني التطوير التكنولوجي ومجالات الذكاء الاصطناعي. يؤكد هذا البحث على الدور المهم للتكنولوجيا في تحقيق التنمية المستدامة، مشيرًا إلى أن استخدام التكنولوجيا بإمكانه أن يسهم في تقليص الأثر البيئي، تعزيز الشفافية، وتحسين جودة الحياة، ما يدفع باتجاه الاستثمار في بنية تحتية تكنولوجية، عنصر بشريّ كفوء لضمان استدامة المدن الذكيّة، وتقدمها مستقبلاً.
What is known as "smart cities", i.e. the advanced local e-government, which plays a key role in improving the delivery of government services using modern and innovative technology, is a mean to improve government efficiency and enhance transparency, at the lowest cost by using the digitization of processes and services. This research illustrates the importance of local e-government when enabling the local residents to utilize a user-friendly process to reach governmental services in purpose of improving quality-life for local residents. This is also accompanied by challenges facing the steps to establish and implement e-government locally, Such as the weakness of technological infrastructure, the high cost of applying advanced technologies, in addition to the lack of skills of government employees responsible of its application. Hence the importance of qualifying specialized workers and carrying out the necessary training to ensure the success of the desired transformation process. Accordingly, the research reviews the successful experiences of cities around the world as a vivid example of the importance of shifting towards e-government, such as Singapore, London and Dubai, as the mentioned cities were able to apply smart city concepts based on advanced digital infrastructure and commitment to adopting technological development and artificial intelligence fields. This research emphasizes the important role of technology in achieving sustainable development, pointing out that the use of technology can contribute to reducing environmental impact, enhancing transparency, and improving the quality of life, which pushes towards investing in technological infrastructure and human resources to ensure the sustainability and future progress of smart cities.
